Issuance of challans in J&K: IG Traffic to be designated authority to certify electronic enforcement devices
Jammu, May 11: Inspector General (Traffic) will be the designated authority for certifying electronic enforcement devices used for issuance of a challan in J&K, as mandated by the Ministry of Road Transport and Highways (MoRTH), Government of India.
Two panels - one for Municipal Corporation (MC) area and second for areas other than MC area, will assist the designated authority for certification of electronic enforcement devices used for issuance of a challan in the Union Territory.
IG (Traffic) will be the designated authority, in terms of Section 167-A(1) of Central Motor Vehicles (Seventeenth Amendment) Rules, 2021, notified vide GSR 575(E) issued by the MoRTH, Government of India.
He will certify that the electronic enforcement devices used for issuance of a challan are accurate and operating properly, besides renewing the certificate on yearly basis.
Panels, constituted for assisting the designated authority, will examine the certificates, furnished by implementing agency or original equipment manufacturer or service provider with regard to electronic enforcement devices installed for issuance of a challan, are in conformity with the requirements specified in Section 167-A of Central Motor Vehicles (Seventeenth Amendment) Rules, 2021, notified vide GSR 575(E) issued by the MoRTH, Government of India.
The panels have also been tasked to give recommendations or suggestions to the designated authority in a time bound manner so that seamless issuance or renewal of certificates of electronic enforcement devices is carried out.
For Municipal Corporation (MC) area with Intelligent Traffic Management System (ITMS) installed, the panel will have Chief Executive Officer, Smart City Mission, Jammu/Srinagar as its chairman while Transport Commissioner, J&K; SSP Traffic, Jammu/ Srinagar; Regional Transport Officer, Jammu/Srinagar or a representative from Transport department, not below the level of Additional Secretary; a representative from IT department or JaKEGA and a representative from NIC will be its members.
For area other than MC area, DIG, Traffic will be the chairman of the committee while Transport Commissioner, J&K; SSP Traffic (concerned); Regional Transport Officer, Jammu/Srinagar or a representative from Transport department not below the level of Additional Secretary; a representative from IT department or JaKEGA and a representative from NIC will be its members.
