Wipe out terror ecosystem with 360-degree synergised operations: LG
Jammu, Nov 23: Lieutenant Governor Manoj Sinha on Sunday, directed the officials to maintain vigilance of high order in the fast-evolving security scenario and continue 360-degree synergised operations with renewed vigour to completely annihilate the terror ecosystem in J&K.
Commending the Jammu and Kashmir Police (JKP) for dismantling the pan India terror network, he asked them to intensify intelligence-led operations against terrorists besides concerted efforts to monitor digital platforms being used by terror outfits for radicalisation and funding.
He was chairing a high-level meeting to review the security situation in Jammu division.
This was his third security review meeting within a fortnight.
The meeting was attended by Atal Dulloo, Chief Secretary; Nalin Prabhat, DGP; S J M Gillani, Special Director General (Coordination), PHQ J&K; Chandraker Bharti, Principal Secretary, Home; Nitish Kumar, ADGP CID; Dr Mandeep K Bhandari, Principal Secretary to Lieutenant Governor; Bhim Sen Tuti, IGP, Jammu; Ramesh Kumar, Divisional Commissioner, Jammu; M Suleman Choudhary, IGP Traffic; DIGs, Deputy Commissioners and SSPs of Jammu division.
The Lieutenant Governor directed the officials to remain vigilant and watchful of emerging security challenges.
“Major emphasis during the meeting was to remain observant of activities of negative forces, both external as well internal, which remain unrelenting in their efforts to disturb peace and vitiate atmosphere through subversive or terror activities and keep a check on such elements. Lieutenant Governor’s assertion was to stay on high alert and not to lower guard at any point of time in the fast-evolving situation,” official sources stated.
LG Sinha congratulated the Jammu and Kashmir Police for its meticulous investigation and quick response in dismantling the pan-India terror network.
“Our 360-degree approach to counter-terrorism with massive crackdowns on terror financing, narco-terror links, Over Ground Workers (OGWs), and sympathizers is focused on dismantling the entire support structure to terrorists. Our coordinated efforts will ensure that the remnants of the terror ecosystem are completely wiped-out from Jammu Kashmir,” he said.
Notably on November 13 in 19th second special convocation of Jammu University, LG Sinha had even exhorted the members of civil society of J&K to “stand up against the scourge of terrorism with a resolute courage and unmask all those nurturing terror eco-system and propagating extremist narratives.”
Reiterating zero tolerance policy against terrorism, the Lieutenant Governor, during the security review meeting today (November 23) instructed the officials to take strongest possible action against terror sympathizers, OGWs and terror elements who are trying to radicalise youth.
He also directed the officers to enhance surveillance and threat detection capabilities by utilizing advanced technologies and real-time monitoring.
Besides, LG Sinha reviewed winter-preparedness of the civil administration to tackle challenges almost synonymous to the chilly weather conditions in different parts.
After getting a briefing about the measures put in place, he instructed the senior officers of the civil administration, particularly all the Deputy Commissioners (DCs) to take anticipatory steps or to be in ready-mode with the action plan where the connectivity issues formed areas of concern, particularly during snowfall.
“The administration should be well prepared to tackle any issue related to power, roads, water and other basic amenities during winter to ensure that the citizens, particularly in treacherous, hilly or difficult areas don’t face any inconvenience during winters. On security front also, the synergy of civil administration with the concerned agencies and forces should continue to be of high order, leaving no “chink in the armour” for anti-national elements to exploit the situation or the gullible masses – was another significant direction,” official sources stated.
With regard to ongoing intensified drive vis-à-vis tenants verification, instructions were issued to further strengthen all such initiatives.
Earlier on November 15 a day after the Nowgam Police Station blast, the Lieutenant Governor had chaired a similar high-level meeting in Srinagar to assess the security situation in Kashmir division.
Prior to it, on November 11, a day after the Delhi terror blast also, he had chaired a meeting in Srinagar to take stock of the security situation and operational preparedness in the region.
Following a detailed briefing about the coordinated counter-terrorism operations of JKP with Haryana and Uttar Pradesh Police leading to unearthing of a “white-collar” terror network, LG Sinha during the meeting had asked the officials to maintain constant vigil and stressed on seamless coordination between intelligence and security agencies in J&K. “Coordinated efforts against the anti-national elements, who aim at breaching peace in the region, are imperative,” he had stated, with the direction to strengthen vigil along the Line of Control, International Border and intelligence based operations in the hinterland.
On November 22, the Lieutenant Governor had asserted that in the backdrop of Jammu and Kashmir Police (JKP) dismantling a pan-India terror network, the armed forces also needed to remain vigilant to protect borders and foil desperate attempts of the neighbouring country to disrupt peace.
“The neighbouring adversary is making desperate attempts to disrupt peace and hinder India's progress. Recently, the Jammu and Kashmir Police unearthed and dismantled a pan-India terror network that was planning to carry out a series of terrorist attacks across the country. In such a situation, we must remain alert to protect the nation's honour, protect our borders, and preserve our unity and integrity,” he said.
