Srinagar, Jan 14: The Minister for Education, Health and Medical Education and Social Welfare Sakina Masood today called on parents to formally report schools demanding capitation fees, assuring them of the government’s strict action against such institutions.

Speaking to Greater Kashmir, Masood emphasised the need for community cooperation to curb this unethical practice. “Parents must put their foot down and assist the government in addressing this issue. We will ensure the strictest action against schools violating norms,” she said.

Responding to concerns that schools often avoid issuing receipts for capitation fees and rely on verbal orders and cash payments, Masood assured that the Education Department would investigate schools against which complaints are filed. “If any official fails to act on a lodged complaint, parents can directly send their grievances to me. I will personally take strong note and action for any violations,” she assured.

Masood also reminded parents that the government has already notified criteria for admission and tuition fees, urging them to reject any additional or unauthorized demands. “Anything beyond the notified structure is illegal, and parents have to say a firm no,” she said.

As per grievances received by this media outlet by many parents, a few prominent private schools in Srinagar and some adjoining districts have sought capitation fees during admissions for younger siblings. The minister’s assurances are expected to provide some relief, though parents remain cautious about the enforcement of these measures. “The authorities (education department) often ask for proof. But schools have ensured that they leave no trace of these transactions,” a parent told Greater Kashmir.

The Education Minsiter reiterated her Government’s commitment to ensuring compliance with the notified fee structure and urged parents to come forward without fear. “The crackdown on schools violating these norms is likely to intensify in the coming weeks and throughout the admission process,” she said.

 

Delayed Textbook Availability

The minister also addressed concerns over delays in textbook availability, which many parents have raised. She acknowledged that the issue stemmed from the recent change in the academic session from March to November.

“There was a sudden demand for textbooks, and the preparedness for the new session was in infancy. Some books have already started arriving, and all textbooks will be available to students before the end of the winter break,” she said.
