Will ensure zero recruitment of youth in terror groups, no bloodshed: DGP R R Swain

Srinagar, Nov 14: Stating that they chalked the plan that there must not be any recruitment of local youth in terror ranks, Director General of Police (DGP) Rashmi Ranjan Swain Tuesday said that those who talk to terror handlers in Pakistan would be dealt strictly.

Also, in his message to the youth, the DGP said that the entire country and the world was with them and in case of any problem, J&K Police was there to help.
“There must not be recruitment of any local youth in terror ranks. Lives must be saved and there should be no more bloodshed,” R R Swain told reporters after chairing a high-level security meeting in Anantnag.
He said that they chalked up a plan during the meeting.

“In case any of our boys goes in terror network, we will motivate them to return. We will explain to them and later hand them over to their parents,” he said. “Anybody who goes there by his wish will be dealt with strictly. We won’t leave them at all.”
Swain said that J&K Police would remain in touch with the Police forces of all states of the country.
About the attachment of property by J&K Police and other agencies, he said that those who earned money by helping terrorism and separatism would be targeted this way.
“Out of this money they purchase properties in Delhi, Dubai, London, and other places,” the DGP said. “They sent their children to study there then. We will target people and dismantle the entire terror ecosystem.”

Swain visited south Kashmir’s Anantnag district to assess the security situation and held a meeting with the officers.
The visit aimed at reviewing the security measures in the district and discussing necessary enhancements to ensure the safety of the area.
During the visit, the DGP engaged in interactive sessions with the Police, CAPFs, the Army, and intelligence officers at DPO Anantnag.

The discussions provided an opportunity for him to evaluate the challenges faced by the security forces.
Swain also met with various administrative and intelligence officers to obtain a comprehensive understanding of the security scenario in Anantnag.
The discussions revolved around the prevailing security challenges, the effectiveness of counter-terrorism efforts, and the progress made towards maintaining public order in the district.

Furthermore, the meeting was convened during the DGP’s visit, where strategies to tackle any possible security threats were deliberated upon.
The meeting involved the participation of high-ranking Police, CAPFs, Army officers, and intelligence agencies.
The primary objective was to ensure a coordinated and proactive approach in dealing with security issues to safeguard the peace and stability of district Anantnag.

The DGP emphasised the need for robust intelligence networks, regular training programmes, and equipping the Police force with modern technologies to effectively counter any emerging security threats.

Additionally, he stressed the importance of community Policing and maintaining a strong bond between the Police and the people to foster trust and cooperation.
It was also decided that every recruitment to terrorist ranks as an active terrorist as an Over Ground Worker (OGW) or as a hybrid sleeper cell terrorist would be taken legal and operational cognisance.
It would be a matter of investigation as to who motivated him to join the terrorist gang, who provided arms ammunition, who motivated him, which school or Madrassa he was attending, who were his friends and teachers, who helped him in contacting handlers across, and which handler is responsible for pushing the youngster into the dark lanes of death and destruction.

A large number of officers underlined that the terrorist handlers and their proxies were committing serious human rights violations by recruiting juveniles and sub-adults.
It was also discussed that those who have not committed an act of violence or terror and show signs of having fallen prey to the conflict entrepreneurs should be treated differently through programmes, specially designed to minimise their vulnerability and exploitability by terror gangsters.

Overall, the DGP’s visit to Anantnag served as an opportunity to assess the security situation, brainstorm effective strategies, and boost the morale of the Police officers and security personnel.
The aim was to create a conducive environment for development and peace in the district, ensuring the safety and well-being of the residents.
