Srinagar, Sep 09: On the directions of Ministry of Home Affairs (MHA), Government of India, a two-day comprehensive training programme on Public Financial Management System (PFMS) for all Drawing and Disbursing Officers (DDOs) and Pay Officers (POs) of the Home Department, Jammu and Kashmir, commenced today at Kashmir University.

The inaugural session was graced by the presence of ADGP (Headquarters), PHQ, M.K. Sinha, as the chief guest.

On the occasion, ADGP (Headquarters) PHQ, M.K. Sinha delivered a keynote address, emphasizing the significance of the Public Financial Management System (PFMS) in enhancing transparency, accountability, and efficiency in public financial management. He underscored the crucial role of PFMS in streamlining financial transactions, reducing errors, and promoting good governance. He also highlighted the importance of equipping officers with the knowledge and skills to effectively utilize PFMS in their daily operations.

The Chief Controller of Accounts, Ministry of Home Affairs, New Delhi, Shri Rema Rokhum Lalremruata, also addressed the officers on the occasion, providing valuable insights into the functioning and benefits of the Public Financial Management System (PFMS). He shared his expertise on the system's capabilities and highlighted the importance of accurate and timely financial reporting. He emphasized the need for effective financial management and the role of PFMS in achieving this goal.

To facilitate the training programme, a team from office of the Principal Chief Controller of Accounts, Ministry of Home Affairs, New Delhi, along with a team of PFMS experts, has arrived to impart comprehensive training to the DDOs and POs of the Home Department, equipping them with the necessary knowledge and skills to effectively manage public finances.

The expert team providing comprehensive training and guidance on the Public Financial Management System (PFMS) includes Pankaj Kochhar, A. O, Smt. Jyoti Nagpal, A.O, Smt. Surekha Kumari, AAO, Balram Jain, Consultant, Amit Khedar, Accountant, Shubham Saini, Accountant, Abhinav Yadav, Accountant, Pankaj, Accountant, Naveen Meena, Accountant, Pratik Asthana, AAO.

The progamme organized and supervised by FA/CO PHQ Ms Naila Zahoor and was coordinated by Director IT University of Kashmir, Dr. Maroof Naieem Qadri.

PMFS is a web-based application that provides financial management services for the Government of India. PFMS was developed by the Controller General of Accounts (CGA) of the Ministry of Finance.

PFMS's offers modules for digital payments, receipt collection, accounting, reconciliation, and financial reporting.  It provides an IT platform for cash management through "just in time" fund transfers and tracking of funds from release to credit into beneficiary bank accounts.  The PMFS provides real-time reporting of expenditure at all levels of program implementation and is aimed to aims to improve transparency in public spending through better cash management. PFMS can make direct payments to beneficiaries.
