TRAI finalises rules for ground-based TV broadcasters
New Delhi, Jan 15: The Telecom Regulatory Authority of India (TRAI) has released its recommendations for regulating ground-based television broadcasters.
These rules are aimed at keeping up with technological advancements in the broadcasting sector.
Currently, broadcasters are required to use satellites to deliver TV channels to Distribution Platform Operators (DPOs) under the Guidelines for Uplinking and Downlinking of Satellite Television Channels, 2022, issued by the Ministry of Information and Broadcasting (MIB).
However, new technologies like cable, fibre, cellular networks, and the internet now make it possible to deliver channels terrestrially. Recognising this shift, the MIB sought TRAI’s recommendations on a regulatory framework for ground-based broadcasters on May 22, 2024.
ALH Dhruv is an indigenously developed platform made by Bengaluru-based Hindustan Aeronautics Limited (HAL). Its armed version is ALH Rudra.
TRAI issued a consultation paper on October 18, 2024, and held an Open House Discussion (OHD) on December 20, 2024, to gather input.
Based on feedback and analysis, TRAI has finalised the following key points for ground-based broadcasting regulations:
Similar Guidelines: Ground-based broadcasters will follow rules similar to satellite broadcasters, excluding satellite-specific provisions.
Scope of Services: Ground-based broadcasters can deliver TV channels to DPOs using terrestrial methods like cable, fibre, or wireless technologies.
Flexibility in Technology: Broadcasters can use any number of terrestrial communication methods as per their business needs.
Switching Methods: Ground-based broadcasters can switch to satellite broadcasting (or vice versa) with government approval.
National Coverage: Ground-based broadcasters will operate at a national level.
Free Streaming Channels: MIB may examine Free Ad-Supported Streaming Television (FAST) channels for compliance with existing policies and issue guidelines if needed.
Ease of Doing Business: TRAI reiterated its earlier recommendations to simplify business processes in telecom and broadcasting.
