Jammu, Nov 28: The J&K Government Thursday extended the period for notification of recruitment rules through ‘Executive Orders’ (EOs) by Administrative Departments for a further period of six months with immediate effect.

However, it has been cautioned that the extension will not be a perpetual alternative to the formulation or framing of regular recruitment rules.

The departments have been asked to expedite the process (formulation or framing of recruitment rules) in a time-bound manner with the warning that “no further extension in this regard will be granted in future.”

This time extension has been accorded, keeping in view insufficient time available to departments to finalise proposals and obtain the concurrence of ARI and Trainings and Law Department after the notifying of guidelines and checklist for them (departments) in June this year by ARI and Trainings Department.

The sanction for extension in the time period has been accorded in continuation of Government Order No 635-JK (GAD) of 2024 dated February 16, 2024.

Earlier the General Administration Department, vide Government Order No 635-JK(GAD) of 2024 dated February 16, 2024, in supersession of instructions notified vide Circular No 20-JK(GAD) of 2023 dated July 19, 2023, allowed Administrative Departments to issue ‘Executive Orders’ for “filling the gaps in existing recruitment rules or where there were no formal recruitment rules in place,  for specified critical posts, as also to act on such Executive Orders issued already; as a one-time exemption for six months.”

However, this permission was with the stipulation that during this period the departments would finalise or revise the recruitment rules as per the prescribed procedure.

The departments in the same order were also advised to seek prior con
currence of the ARI and Trainings Department as well as the Law Department before submission of proposals relating to 'Executive Orders' for consideration of competent authority with proper justification.

Further, the ARI and Trainings Department was advised to issue guidelines along with a checklist for considering such proposals to be submitted by Administrative Departments.

Under it, the ARI and Trainings Department notified the guidelines and checklist vide G O No 25-JK (ARI & Trgs) of 2024 dated June 21, 2024.

Initially, the arrangement for notification of recruitment rules through Executive Orders was permissible for a period of only six months, however, after the ARI and Trainings Department issued guidelines and checklist, the available time for departments to finalize proposals and obtain concurrence of ARI and Trainings and Law Department was significantly reduced.

The matter was considered by the competent authority, following which an extension in time period was approved for notification of recruitment rules through ‘Executive Orders’ by Administrative Departments for a further period of six months with immediate effect.
