Jammu, Oct 16: Chief Minister Omar Abdullah on Thursday stated that the Cabinet-Sub-Committee on reservation submitted its final report to the cabinet on October 15, 2025, and it would be sent to the Lieutenant Governor for approval.

He revealed this during the press conference at Sher-e-Kashmir Bhawan in the National Conference office, Jammu.

The presser marked the completion of one-year of his government in office.

“The CSC on reservation submitted its final report to the J&K cabinet during its meeting yesterday (October 15, 2025). The cabinet approved it. Now the Social Welfare Department has been asked to prepare a cabinet memo. As we have approved the report of a Cabinet Sub Committee so we will not be required to call another cabinet meeting for it. I’ll circulate it among my ministerial colleagues and will get approval for it,” the Chief Minister said.

Following it, he stated, it (cabinet decision) would be sent to the Lieutenant Governor for approval.

“I hope in the next three or four days, it will be cleared and this issue will be cleared,” he said.

Confronted with a query about his (working) relationship with the Lieutenant Governor and the bureaucracy, CM Omar said, “Whatever answer I give, you (media) will continue to assume. As far as we are concerned, we are working well. Regarding bureaucrats, the simple proposition is – whatever this government has performed, it could not have done without their support. Had they (bureaucrats) not been supportive, how could we have delivered?”

He refused to answer queries about NC MP Aga Syed Ruhullah, his statements about NC’s performance, and internal wrangling in Budgam.

COMMITTEE ON DAILY WAGERS GIVING FINAL TOUCHES TO REPORT

With regard to a query about the report of the committee headed by the Chief Secretary, constituted for the regularisation of the daily wagers, the Chief Minister said that the report was almost prepared by him (Chief Secretary). “After giving final touches, once he submits it (report) to us (cabinet), even then I will not share it with you (media). Reason being that report will be the property of the House,” he said.

About the release of pending wages of the daily wagers, he stated that the concerned ministers would answer questions related to their departments.

In response to a query about the flood-relief measures, the Chief Minister stated that whatever the government could grant under CM Relief Fund, SDRF, and other existing norms, was already granted as per guidelines.”

“Regarding reconstruction, the Central government had sent a team to both regions to assess damages. Even the Union Agricultural Minister had come and reviewed the damages. We are hoping for a central package for reconstruction and rehabilitation. Losses were enormous. None can deny it. Over 350 bridges were washed away, and over 3000 km of roads were damaged. Similarly, agricultural land, standing crops suffered damage. At many places, not only were the houses damaged, but even the land sinking was also reported,” he noted with concern.

CM Omar stated he hoped that his cabinet would soon get the papers completed vis-à-vis the grant of 4-5 Marlas plot of land (where the land sank) and the financial assistance under the Prime Minister Awas Yojana, SDRF, and other schemes as per Government of India guidelines, so that the people, who lost their houses, could construct them.

At the same time, the talks were underway with the Centre to get a survey by a team of experts to earmark the most cloud-burst-prone areas and suggest measures to strengthen the infrastructure after assessing all geological and climate related aspects.

“We will be able to bolster our disaster management infrastructure and the level of preparedness to tackle natural calamities once we get a comprehensive report after assessing topography and other critical indices,” he said.
