Srinagar, July 4: The authorities at Sher-i-Kashmir University of Agricultural Sciences and Technology (SKUAST) - Kashmir have barred the teaching and non teaching employees of the varsity from giving “disparaging views” on social media platforms.

As per the circular instructions issued by the Registrar SKUAST T H Masoodi, the teaching and non-teaching employees have been asked to refrain from getting engaged with social media in a manner which is in contravention of the Article 19(2) of the Constitution of India and J&K government Employees (Conduct) Rules 1971.

“It has been observed that the University employees (both teaching and non-teaching staff) often engage themselves with social media in a manner which is contravention of the Article 19(2) of the Constitution of India and J&K government Employees (Conduct) Rules 1971,” the circular reads.

The circular reads that the employees have been seen to air disparaging views on subjects while using different social media platforms like Facebook, Twitter, Instagram or instant messaging apps like WhatsApp,

“They are expressly barred under rules to comment upon. Employees have been seen to comment or act or behave in a manner that does not conform to the acceptable standards of official conduct as envisaged in the government guidelines issued vide order number 1646-GD of 2017 dated December 26 of 2017 read with circular number 09 JK (GAD) of 2023 dated March 24 of 2023.

“Some of the employees (teaching / Non-teaching) remain active and busy even during the office hours on these social media groups and post sarcastic remarks thus instigating indiscipline in the university.

“It is accordingly enjoined upon all employees working in various directorates, faculties, divisions, centres, stations, units and KVKs of this university to strictly adhere to the guidelines and legal principles containing in ibid Government orders and refrain from indulging in unwarranted debates, discussions and sharing or commenting, posting inappropriate posts or any contents on social media platforms,” the circular reads.

It reads that the violation of the guidelines and rules shall tantamount to misconduct and invite disciplinary action against the Admin's of the groups and delinquent officials under the relevant rules.

“To abide by the above referred to guidelines, the Admins of these groups are instructed to shut all such platforms forth with and refrain from posting or sharing information that may harm the interests of the University.
