Jammu, Dec 18: Lieutenant Governor Manoj Sinha Thursday, while asking the security agencies to use Artificial Intelligence (AI) to counter terrorism, terror financing, radicalisation, and narco-terrorism threats, stressed them to shift from reactive to proactive synergised strategies.

Chairing the UT-level conference on the lines of the DGPs and IGPs conference in Jammu, he said that building a next-level security grid with bolstered intelligence for new-age security challenges and evolving threats was imperative.

LG Sinha stressed the need for 360-degree coordinated action against terrorists, those endorsing and proliferating terror, separatist narratives, to destroy the ecosystem while holding on to and further proliferating the security gains achieved since 2019.

Reiterating to treat armed terrorists, supporters, and those intimidating common citizens equally, he lauded the efforts of security agencies, observing that a bolstered security grid and synergised efforts led to a decline in terrorist violence and the number of operating terrorists.

The LG said that under the leadership of Prime Minister Narendra Modi and Union Home Minister Amit Shah, the UT level security conference would serve as the hub for deliberation and collaboration to develop a whole of government approach to counter terrorism in all its forms.

He said that during the DGPs and IGPs’ conference in Raipur this year, threadbare discussions were held on the theme ‘Viksit Bharat: Security Dimensions’, which reflected the Centre’s commitment to transform the country’s policing institutions to meet the demands of a rapidly changing world.

LG Sinha underlined the need for coordinated action against the terrorists, enablers, and ideologues to eradicate the ecosystem and the safe haven.

“The real security gains since 2019 must be defended, and every single terrorist and their supporter operating in the valley, forest, hills or village must be neutralised,” he said.

“In the past 6 years, we have strengthened the security grid, and the collaborative efforts of J&K Police, Army, Intelligence agencies and Central Armed Police Forces (CAPFs) have led to a significant decline in terrorist violence, in the number of operating terrorists and recruitment. Armed terrorists and their supporters, OGWs and those elements intimidating the common citizen should be treated equally. We must ensure they pay a very heavy price for their action,” the LG said.

He also discussed strategies to tackle evolving threats, enhance intelligence capabilities, and build a next-level security grid for new-age security challenges.

“The landscape of security threats has undergone a profound change in recent years. We need to shift from reactive to proactive security strategies and use sophisticated tools like AI to counter terrorism, terror financing, radicalisation, and narco-terrorism threats,” the LG said.

Addressing the “strategic management forum conference on policy making and strategic planning for achieving Viksit Bharat by 2047” at IIM Jammu on December 17, he had noted with concern that the nature of terrorism had changed with the educated and well-informed people getting involved in it.

Prior to today’s conference, the LG Sinha had reviewed the security situation in a high-level meeting in Jammu on November 23 and directed the officials to maintain vigilance of high order in the fast-evolving security scenario and continue 360-degree synergised operations with renewed vigour to completely annihilate the terror ecosystem in J&K.

He had asked them to intensify intelligence-led operations against terrorists, besides concerted efforts to monitor digital platforms being used by terror outfits for radicalisation and funding.

Besides directing the officers to enhance surveillance and threat detection capabilities by utilising advanced technologies and real-time monitoring, the LG had reviewed the winter preparedness of the civil administration to tackle challenges almost synonymous with the chilly weather conditions in different parts.

He had directed that, besides taking anticipatory steps to resolve connectivity and related issues of concern, particularly during the harsh season, the synergy of civil administration with the concerned agencies and forces should continue to be of high order, leaving no “chink in the armour” for anti-national elements to exploit the situation.
