SED notifies schedule for Online Transfer Drive-2024-25
Srinagar, July 18: In a latest development, the School Education Department (SED) on Thursday notified the schedule for Online Transfer Drive (OTD) of teaching staff for the academic year 2024-25.
As per the notification issued by the department, the department has stated that the process for submission of online applications will commence from July 22 and will culminate on August 25 of 2024.
"The process of processing the files and completion of transfer process will be done as per the transfer policy," the notification reads.
As per the notification, the department has made it mandatory for the academic staff including Principals, lecturers, headmasters, masters, and teachers working in JKSCERT and associated DIETs, JKBOSE Samagra Shiksha and deployed in various offices of the SED with mature stay, to "compulsorily apply for the transfers."
The department has invited online representations from the eligible teachers, masters, lecturers, Principals and equivalent, headmasters and equivalent besides ZEOs and equivalent desirous of their transfer under Online Transfer Drive (OTD) 2024-25
As per the conditions set by the department, the employees serving in Zone I and II and having a mature stay of three years or above, as per transfer policy- 2023 have to apply compulsorily.
"The employees serving in Zone III, IV and V with a mature stay of three, two and one year respectively may also apply (optional) online as per prescribed format available on School Education Department's Portal schedujammu.nic.in/atd," the notification reads.
Employees having mature stay in Zone IV and V and willing to get transferred within the same educational zone, can also apply, the notification reads.
"District cadre employees can be rotated within Zone II,III, IV, V except Zone-1, wherever required. "Directors shall decide such cases keeping in view the requirement of academics, last three years performance of the employee and enrollment in the school," the notification reads.
"As far as rotation within Zone-I is concerned, the Directorates shall strictly recommend such cases, keeping in view the requirement viz-a-viz academics, enrollment number of schools falling in the said educational zone and the formal approval in this regard shall be with the Administrative Department," the notification reads.
As per the notification, the academic staff like Principals, Lecturers, Headmasters, Masters and Teachers working in JKSCERT and associated DIETs, JKBOSE Samagra Shiksha and those deployed in various offices of SED with mature stay "shall also compulsorily apply."
"Employees seeking transfer on Medical grounds or disability as specified in the transfer policy can also apply within the same zone with documentary proof irrespective of their tenure," the notification reads.
As per the notification, the employees seeking transfers on the single-parent ground as specified in the policy can also apply within the same zone except for Zone-I with sufficient documentary proof.
"Employees seeking transfer on security grounds shall also apply with documentary proof i.e. recommendations received from the Special DG, CID," it reads.
As per the notification, the department has made it mandatory for the Lecturers, Masters, and General Line Teachers (LTs) working in the surplus category to apply for their transfers.
"The RBA/ALC employees and the employees appointed under SR0-202 and having completed prescribed tenure on the post against which he/she has been appointed shall also apply," it reads.
The department has stated that the officers working on administrative posts like Principals, Headmasters, ZEOs, and equivalent and having a mature stay as per the Transfer Policy "shall apply compulsorily."
"Employees willing to serve in Zone IV and V can also apply irrespective of their tenure. However, they shall be given preferences as far as practicable," it reads.
The department has stated that the employees having mature stay can be transferred anywhere by the department as per the requirement of the Department.
"Further Department reserves the right to transfer any employee anywhere on a complaint basis and also on administrative exigencies," it reads.
Female lecturers, Headmasters working in Zone IV and V in districts other than their domicile district can also apply irrespective of their tenure along with documentary proof (domicile certificate).
"This shall, however, be subject to the availability of the vacancies and requirement of the department," the SED notification reads
The department has however made it clear that the Teacher Grade-II, III, RReTs and 3rd teachers are not covered under this transfer policy.
As per the policy, the employees working in Zone I and II shall be required to opt for transfer to Zones other than the zones where they are posted.
"Employees retiring in between six months to one year can also apply and they shall be given preference and shall be posted suitably, as far as practicable," the notification reads.
The Administrative Department asked both the directors to ensure that the adjustments and rotation shall be strictly as per the rationalisation taking into account the educational zones, topography of the area and requirement of the department as per the provisions of the Transfer Policy.
"Special focus shall be on filling of vacancies in Zone IV and V," it reads.
