SED censures officials over unauthorised visits to administrative department during working hours
Srinagar, Jun 3: In a latest development, School Education Department (SED) has barred the officers and officials from making unauthorised visits to the administrative department during working hours.
In a fresh circular issued by Deputy Secretary SED Masood Ahmad Wani, the officers have been censured for frequently visiting the Administrative Department, Directorates of School Education, Project Directorate Samagra, CEO and ZEO offices without obtaining prior permission from their controlling officers. "This not only is a serious violation of the J&K Employees (Conduct) Rules, 1971 but also negatively impacts the academic activities of the institutions, which is the prime objective of this department," the circular reads.
It further reads that certain officials, often in groups, regularly visit the Administrative Department, Directorates of School Education, CEO offices and ZEO offices to advocate on behalf of other officers regarding their personal matters.
"It is unbecoming of any government official and this unwarranted and unacceptable practice in the department has been viewed seriously by the authorities," the circular reads.
In wake of this, the Administrative Department has issued certain instructions to streamline the procedure and to ensure proper discipline in the visits by the government officials of SED to the Administrative department and other offices.
"The officers/officials of SED who have sought proper permission from their controlling officers for attending civil secretariat must visit between 3pm to 4pm on any working day," the circular reads.
The officers/officials intending to visit the Directorate of School Education, Kashmir or Jammu as well as Protect Director, Samagra Shiksha, CEO offices and ZEO offices have been asked to obtain prior permission from their controlling officers and shall visit between 3pm to 4pm on any working day. "All the officers and officials are directed to strictly follow these instructions in letter and spirit," the circular reads.
The department has warned that any deviation shall be considered gross misconduct and indiscipline leading to initiation of disciplinary proceedings as per rules against the delinquent officers and officials.
