Salaries of 143 HOIs, DDOs in Kishtwar stopped for not adhering to govt instructions

Jammu, May 26: Directorate of School Education Jammu (DSEJ) has stopped the salary of Heads of the Institutions (HOIs) and Drawing and Disbursing Officers (DDOs), including Zonal Education Officers, of 143 institutions of Kishtwar district for not registering the institutions on the J.K. Attendance app.

Director School Education Jammu, while issuing a show cause notice to the concerned officials, stated the scrutiny of the JK attendance App of district Kisthwar revealed that 143 institutions were not registered on the J.K. Attendance app and the employees were not marking their attendance on it.

“Such lapse on the part of HOIs and DDOs for not adhering to the government instructions issued from time to time attracts action as warranted in terms of Article 128 of J&K Civil Services Rules (Volume-I) of 1996,” he said.

Through show cause notice, the concerned HOIs and DDOs were asked to explain their position for not adhering to the government instructions and not registering the institutions on the J.K. Attendance app, “within week's time positively.”

“Meanwhile, the salary of the concerned HOIs or DDOs, including all Zonal Education Officers of Kishtwar district, as specified in the list, for not adhering to the government instructions is hereby stopped till further orders,” DSEJ ordered.

Through a separate order, DSEJ also prohibited officers and officials of the School Education Department of Jammu division to “approach the higher authorities without prior permission from their controlling officers.”

“It has been observed that the officers and officials of School Education Department (SED) of Jammu division are attending or visiting the offices of higher authorities and public darbars during their office hours without any prior permission from the competent authority which has been viewed very seriously by the higher authorities,” DSEJ cautioned.

Thus, all the SED officers and officials of Jammu division were asked to desist from approaching the higher authorities without prior permission from their controlling officers.

“Accordingly, the Chief Education Officers (CEOs) of Jammu division are instructed to circulate these instructions down the line prohibiting their staff to visit to any office or the higher authorities without prior permission from their DDOs or controlling officers failing which necessary action under rules shall be initiated against them as per CCA rules,” DSEJ warned.
