Rajya Sabha proceedings commence with call for civil discourse
New Delhi, July 22: The Rajya Sabha began its proceedings at 11 am today, with Vice President and Rajya Sabha Chair Jagdeep Dhankhar expressing hope for a session marked by civil debate and discussions. “This 265th Session of Rajya Sabha is a significant moment as we consider the maiden Budget of the newly elected government, now in its third consecutive term under Prime Minister Shri Narendra Modi,” Dhankhar remarked.
He called upon the members to lead the nation by example, advocating for moderation in discourse and serving the nation above partisan interests. "There is an undeniable need to lower the temperature in our polity. This House must uphold the highest standards of sanctity, propriety, and parliamentary traditions, setting a motivational example for legislatures in the largest democracy and beyond. The world is watching us; let us live up to that expectation," he urged. Dhankhar expressed hope that the proceedings would feature enriching and informed debates, making optimal use of the time for the national benefit. He emphasized the principles of "Dialogue, Discussion, Deliberation, and Debate," fostering an environment conducive to robust parliamentary discourse.
He also addressed the concerning practice of members' communications to the Chairman being leaked to the public before reaching the addressee, urging members to avoid such practices. "Hon’ble Members, there is nothing beyond Bharat that we cannot achieve. Let us dedicate ourselves to keeping the Nation First, relegating partisan interests. No better place than this temple of democracy to begin. Let us all commit to act in togetherness for the welfare of our people,” he concluded.
Shortly after the day’s business commenced, Opposition MPs sought to discuss the controversy surrounding the Uttar Pradesh Government’s order for eateries along the Kanwar Yatra route to display nameplates. However, the chair disallowed this and rejected all notices seeking to adjourn the day’s business to discuss the Kanwar Yatra issue.
During Question Hour, MPs raised concerns over projects to improve and increase groundwater levels, the implementation of the Har Ghar Jal Yojana scheme, and boosting the domestic supply of critical minerals.
In the post-lunch session, the Economic Survey was laid on the table of the House, followed by special mentions. Issues raised included recent price hikes in mobile tariff plans, rising airfares for Indian airlines flying to the Gulf, and the economic impact of avian flu on duck farmers. Queries relating to the Railways were also raised.
The House was adjourned for the day post the special mentions and will resume one hour after the presentation of the Union Budget for 2024-2025 by the Finance Minister tomorrow.
