Srinagar, July 26: The Rajouri district treasury in Jammu and Kashmir is facing a mounting financial backlog, with delays in clearing General Provident Fund (GPF) withdrawals and contractor bills running into crores of rupees.

According to an official reply under the Right to Information (RTI) Act, as of June 30, 2025, a total of 344 GPF bills amounting to ₹38.65 crore are pending at the treasury, with no clearance due to non-receipt of payment authorisation from the Finance Department.

The RTI response further reveals that 106 of these GPF claims have been pending for more than three months, raising serious concerns among government employees awaiting their dues. “The treasury clears the bills as and when authorisation is received from the Finance Department. The delay is due to the pending authorisation,” the reply stated.

In addition to GPF dues, the treasury also reported a significant backlog of contractor payments. A total of 85 contractor bills amounting to ₹5.17 crore are yet to be cleared. The most recent bill cleared was dated June 5, 2025, with all subsequent submissions still awaiting payment. Here too, the treasury has cited lack of Finance Department authorisation as the sole reason for the delay.

The RTI also provided details about the pension and salary disbursement handled by the Rajouri treasury. As of June 30, 2025, a total of 4,158 pensioners are receiving benefits, of which only one is directly serviced by the treasury, while the remaining 4,157 are mapped through branches of Jammu and Kashmir Bank.

On the salary side, 137 Drawing and Disbursing Officers (DDOs) from various departments prepare salary bills using the PaySys system and forward them to the Rajouri treasury for processing. These bills are generated based on the vacancy positions in respective departments and are subject to the same procedural scrutiny and authorisation requirements.

Interestingly, despite the financial backlogs, the treasury clarified that there have been no cases of fraudulent pension withdrawals detected in the past five years (2019–2024), indicating that systemic integrity has been maintained, even as procedural bottlenecks persist.

The revelations raise questions about administrative efficiency and resource allocation in the Finance Department, as delays in the disbursement of GPF and contractor payments are causing financial stress among employees and private firms alike. Stakeholders are calling for immediate intervention to streamline authorisation protocols and clear the backlog that is increasingly affecting the district’s financial ecosystem.
