Rajnath Singh launches Defence Procurement Manual 2025
New Delhi, Oct 23: Defence Minister Rajnath Singh on Thursday released the Defence Procurement Manual (DPM) 2025 at South Block, New Delhi.
The new manual, effective from November 1, aims to simplify procurement procedures, promote transparency, and ensure the timely supply of goods and services required by the Armed Forces for operational preparedness.
According to the Defence Ministry, the revised manual—covering revenue procurement worth nearly Rs 1 lakh crore—introduces measures to promote ease of doing business, encourage participation of MSMEs and start-ups, and enhance self-reliance in defence manufacturing. Key features include relaxed penalty norms for delayed deliveries, assured orders for indigenously developed items, and removal of the mandatory no-objection certificate from the erstwhile Ordnance Factory Board. The DPM 2025 also adds new chapters on innovation, ICT procurement, and consultancy services to foster Aatmanirbharta in defence.
