He was on the central deputation for over 15 years and served in many capacities, besides a foreign posting – that is given to outstanding officers for their ability.

On June 15, 2020, he was appointed as the intelligence chief of J&K replacing B Srinivas, a 1990 batch J&K cadre IPS officer, who retired last month as DGP Puducherry.

After the appointment of Swain as DGP by MHA, the Additional Director General of Police (ADGP), CID, will get an independent charge.

Right now senior IPS officer of the erstwhile J&K cadre, Nitish Kumar is the ADGP CID, J&K.

Kumar, besides being ADGP CID is also Director of J&K Police's anti-terror arm State Investigation Agency (SIA).
