Srinagar, June 26: In a significant development, Prof Abdul Wahid Makhdoomi has been appointed as the new Registrar of the Islamic University of Science and Technology (IUST) for a period of three years.


The order has been issued on the basis of the recommendations of the selection committee and subsequent approval of the Executive Council of the IUST. His appointment has been made in the pay level-14 (144200-218200) on tenure basis for a period of three years from the date of assuming the charge.


Prof Wahid Makhdoomi is presently rendering his services as Principal Gandhi Memorial College Srinagar.


As per the order, the appointment of Prof Makhdoomi as IUST Registrar shall be governed by the certain terms and conditions which include that the service conditions of the appointee shall be governed by the University statutes and rules as are in force with amendments from time to time together "read with provisions of J&K CSR wherever applicable."


"The appointee shall be required to execute a service Contract embodying the detailed terms and conditions on a non-judicial stamp paper of the value of Rs 100," the order reads.


As per the order, Prof Makhdoomi shall have to join within 15 days from the date of issuance of the appointment order failing which the appointment shall be deemed to have been cancelled ab-initio without any further notice. "Further, the joining of appointee shall be subject to the production of various certificates in original to be verified subsequently," it reads.


The certificates to be produced include Certificates of Educational, Professional Qualification (Matriculation onwards), Date of Birth certificate, Discharge or Relieving certificate from the present employer.


"Clearance certificate issued by the present employer stating that no Vigilance/ disciplinary proceedings are contemplated or pending against the appointee should be produced as well," the order reads.

The appointee shall be required to produce a Medical Fitness Certificate issued by the concerned Chief Medical Officer, the order reads.

As per the order, the appointee shall have to give an undertaking in the shape of an affidavit to the effect that if, on verification, genuineness of the date of birth and qualification /or any other certificate(s) from the concerned issuing authority is found fake/forged, the claim of the appointee for appointment shall be deemed to have been cancelled ab-initio.

"And the University shall reserve the right to initiate action against him as warranted under rules," it reads.

The order reads that the salary of the appointee shall not be drawn and disbursed to him unless the satisfactory reports in respect of his character and antecedents are received in his favour.

"In case of adverse report, the appointment shall be deemed to have been cancelled ab-initio," the order reads.

The post of Registrar IUST was advertised in July 2023 following which the IUST issued the preliminary screening report in October 2023 and candidates were called for document verification.

Later, in the revised screening report issued in November 2023, seven out of nine applicants were declared eligible.

The appointment of IUST Registrar was in limbo for the last many months, following appointment of Dr Ashfaq Zarri, who is presently Joint Registrar at Kashmir University (KU), for the position. Soon after IUST issued Dr Zari's appointment orders, it surfaced that the University had not sought prior clearance for his character and antecedents from the concerned quarters before the issuance of the orders.

While the said order was put on hold, the Chancellor's office thereafter initiated the process to seek clearance from the concerned quarters, including ACB and CID, in case of another selected candidate Dr Abdul Wahid Makhdoomi. The appointment of Dr Zari was thus quashed.
