Pradhan Mantri Awas Yojana- Urban 2.0: Don’t give effect to ‘no job decision’: HC tells Govt
Srinagar, Jul 20: The High Court of J&K and Ladakh has directed the government not to give effect to its decision of not entrusting any assignment to the City Level Technical Cell (CLTC) experts under Pradhan Mantri Awas Yojana - Urban (PMAY-U) 2.0.
A bench of Justice Sanjay Dhar issued the direction in response to a plea by the aggrieved field professionals working under the PMAY-U scheme.
The professions are aggrieved by decision No.9 taken at a meeting chaired by Managing Director, J&K Housing Board, Jammu/Srinagar (Mission Director, Pradhan Mantri Awas Yojana) on April 22 2025. The decision said that “no assignment shall be entrusted to the CLTC Experts under PMAY-Urban 2.0.”
The court’s order came following the submission by senior counsel Syed Faisal Qadiri on behalf of the aggrieved professionals that their performance was going to get adversely impacted and might form a ground for the authorities to disengage them.
The decision has been taken in order to overcome interim orders passed by the High Court in separate pleas pending before the court whereby the authorities have been restrained from disengaging the services of these professionals till the Scheme is in vogue, Advocate Qadri argued.
In their plea, the professionals among other directions to the authorities, have sought court’s intervention to allow them to discharge their duties as CLTCs till the time the scheme remains in operation and consequently declare them entitled to the services being “Co-terminus” with the “Pradhan Mantri Awas Yojana scheme Urban 2.0”.
The professionals have also called for court’s intervention to release in their favour uninterrupted remuneration that included the arrears of the same forthwith in accordance with the terms and conditions of their orders of engagement.
