Positive Shift: J&K security environment changes

For Counter-terrorism operations, intelligence gathering remains a need

After the historic nullification of Article 370 on August 5, 2019, Jammu & Kashmir's unprecedented changes are greatest in its security environment.

Examining data concerning the security scenario shows a significant improvement in many indicators related to crime and security, including an upward trend in overall public safety.

One of the most important consequences of abrogating Article 370 was that erstwhile state J&K was reorganized into two union territories--Jammu & Kashmir and Ladakh. Through this restructuring, the legal and constitutional framework has been uniformly extended over these territories.

This has meant one jurisdiction throughout and better coordination with their counterparts from across the country for law enforcement agencies, especially the police. Improved coordination has also been a key factor in increasing the overall effectiveness of security measures.

With the J&K police forces linked directly to national databases, including criminal records and wanted lists as well as other important information, this integration has represented a tremendous step forward in J&K'S security preparedness. This integration has made for better crime detection and criminal identification, leading to higher levels of maintaining law and order.

In fact, a recent security scenario report went through to great detail in analysing 17 key indicators relating to various types of incidents involving personal and property safety. This was then followed by an effective comparative analysis covering the pre-370 period with that after its implementation. The results show that most indicators have plummeted, which implies we've witnessed a tremendous improvement in the overall security environment.

With the substantial reduction in casualties among civilians and security forces, it shows that improved security is working. The likelihood of both sides suffering losses has definitely dropped. It also highlights a drop in terrorist recruitment and an uptick in the number of terrorists, associates, suspects taken into custody by security forces. * Instances of Law and Order reduced to 0, marking a decrease in the rate by 100 %, meaning that efforts have been increased to avoid collateral damage during security operations.

*The 99% decrease is a direct result of better security measures and less risk to civilians.

 

*A 85 % reduction in personnel killings of security forces, showing more effective jobs and reduced risk to those functions.

*The number of cases in which security forces were injured fell by 97 %, reflecting increased safety measures and reduced danger for law enforcement personnel.

*With only 13 youths joining the terrorist ranks, producing a relatively small decrease suggests some success in disrupting their recruitment and ability to attract new recruits.

*These numbers increased by 78 %, suggesting better intelligence gathering, more active measures and an effective approach to counter-terrorism operations.

*Eighty-eight percent fewer abductions mean improved security measures and a reduced risk of such incidents.

*The figure for arson came in at 74 % over the preceding year, and this decrease reflects improved security procedures together with a reduced danger of deliberate property destruction by fire.

Although these developments are encouraging, the data also stresses that counter-terrorism operations and intelligence gathering must continue in a state of all-out war. Proactive implementation of them must still be maintained, as well as increased community involvement; and security indicators will continue to have top priority. This is all necessary for maintaining and improving the situation in Jammu & Kashmir.
