PM Modi launches Rs 1 lakh crore R&D innovation scheme
New Delhi, Nov 3: Prime Minister Narendra Modi on Monday inaugurated the Emerging Science, Technology and Innovation Conclave (ESTIC) 2025 at Bharat Mandapam, announcing a Rs 1 lakh crore Research, Development and Innovation (RDI) Scheme to strengthen India’s research ecosystem and boost private sector participation in high-impact scientific ventures.
Addressing scientists, innovators, academicians, and industry leaders from India and abroad, the Prime Minister said the government is focused on improving the “Ease of Doing Research” so that a modern, collaborative innovation ecosystem can flourish in India. “When science meets scale, when innovation becomes inclusive, and when technology drives transformation, the foundation for great achievements is laid,” said PM Modi.
The Prime Minister noted that India has transformed from being merely a consumer of technology into a “pioneer of transformation through technology.” He highlighted the country’s achievements in areas such as digital public infrastructure, space exploration, and biotechnology. “Today, India has the world’s most successful digital public infrastructure,” he said, crediting it for enabling delivery of large-scale programmes and innovation across sectors. PM Modi praised scientists for the recent successful launch of India’s heaviest communication satellite, calling it a landmark in the nation’s technological journey. He also congratulated the Indian women’s cricket team for winning the ICC Women’s World Cup 2025, describing it as a proud moment that would inspire young Indians.
WOMEN LEADING INNOVATION
The Prime Minister highlighted the increasing participation of women in science and technology, noting that 43% of STEM students in India are women, higher than the global average. He said women scientists are gaining international recognition for their contributions, especially in India’s space missions. “A decade ago, fewer than 100 patents were filed by women annually; today that number exceeds 5,000,” he noted. PM Modi announced the expansion of Atal Tinkering Labs, which foster innovation among school students, from 10,000 to 35,000 across the country. Over one crore children are currently engaged in experiments at these labs, he said. He also said that 10,000 new Prime Minister’s Research Fellowships will be awarded over the next five years to strengthen India’s research base. The Prime Minister stressed that students can now pursue STEM courses in their regional languages under the new National Education Policy, making science education more inclusive.
The Prime Minister emphasised India’s leadership in shaping the global discourse on ethical and human-centric Artificial Intelligence (AI). “India is shaping a global framework for ethical and human-centric AI,” he said, noting that under the India AI Mission, investments of over ₹10,000 crore are being made. He announced that India will host the Global AI Summit in February 2026 to advance innovation and safety together.
