Panels to scrutinise projects, schemes under different sectors in J&K
Jammu, Apr 6: J&K government has constituted committees for monitoring the progress of projects and schemes under different sectors.
Different orders issued by General Administration Department (GAD) related to projects in PMDP road sector; National Highway; development of rope-ways under Parvatmalla scheme in J&K; various Centrally Sponsored Schemes and projects; saturation of 4G mobile coverage in uncovered villages of J&K' and other telecommunication schemes; Social Welfare schemes; construction of transit accommodations and other disaster management projects and initiatives taken by the UT administration in collaboration with BISAG-N in identified priority areas.
PMDP-ROAD SECTOR, NH PROJECTS
The committee for monitoring the progress of PMDP-Road Sector projects and other National Highway projects and the development of ropeways under the Parvatmalla Scheme in J&K will have Shailendra Kumar, Principal Secretary Agriculture Production Department as its chairman.
This committee will regularly monitor the progress of the implementation of these projects and identify the bottlenecks in their implementation, including issues of land acquisition, utility shifting, availability of minor minerals etc and suggest measures for their timely resolution.
It will also coordinate with the concerned line departments in the Union Territory of J&K as well as the relevant ministries or departments in the Government of India for securing expeditious clearances or approvals aimed at fast-tracking the implementation of these projects.
Administrative Secretaries of Tourism; Mining; Revenue; Planning Development and Monitoring departments; a representative each from Finance
and Forest, Ecology & Environment department (not below the rank of Additional Secretary) and any other member as may be co-opted by the committee will be its members.
The Administrative Secretary Public Works (R&B) Department will be its member secretary.
VARIOUS CENTRALLY SPONSORED SCHEMES/PROJECTS
The committee for monitoring the progress of various Centrally Sponsored Schemes or projects like NCSS, PM-Surya Ghar: Muft Bijii Yojana and other developmental initiatives or projects undertaken in the Union territory of Jammu & Kashmir will have Santosh Dattatreya Vaidya, Principal Secretary Finance department as its chairman.
As per its terms of reference, the panel will regularly monitor or review PM-Surya Ghar: Muft Bijli Yojana; National Central Sector Scheme (NCSS); development of 46 new Industrial Estates; identification and implementation of projects in PPP mode in Tourism sector vis-a-vis the stated or laid down targets for effective implementation in J&K. It will also identify the bottlenecks in the implementation of schemes and suggest measures for timely resolution; ensure coordination amongst various departments or stakeholders for better implementation of schemes and expeditious completion of projects.
Administrative Secretaries of Science & Technology; Tourism; Skill Development; Revenue; Planning Development and Monitoring departments; Commissioner, SMC and JMC; a representative from Power Development Department (not below the rank of Additional Secretary) and any other member as may be co-opted by the committee will be its members.
The Administrative Secretary, Industries and Commerce Department will be its member secretary.
SATURATION OF 4G MOBILE COVERAGE AND CSMP SCHEMES
The committee for monitoring the implementation of 'Saturation of 4G mobile coverage in uncovered villages of J&K' and other telecommunication schemes including the preparation of the Comprehensive and Sustainable Mobility Plan (CSMP) in J&K will have Dheeraj Gupta, Financial Commissioner (Additional Chief Secretary), Forest, Ecology and Environment department as its chairman.
Administrative Secretaries of Power Development; Revenue; Public Works (R&B); Transport; Planning Development and Monitoring departments and a representative from the Finance department (not below the rank of Additional Secretary) and any other member as may be co-opted by the committee will be its members. The Administrative Secretary Information and Technology Department will be its member secretary.
This panel will regularly monitor or review the USOF 4G Saturation Project; National Broadband Mission and Comprehensive & Sustainable Mobility Plan (CSMP) schemes vis-a-vis the stated or laid down targets for effective implementation in J&K. Besides, it will identify the bottlenecks in the implementation of schemes and suggest measures for timely resolution.
It will ensure coordination amongst the stakeholders for faster resolution of issues like land allocation (Revenue/Forest), Right of Way (RoW) permission, power grid connection to mobile towers etc.
SOCIAL WELFARE SCHEMES
The committee for monitoring the progress of various schemes of Social Welfare under implementation in the Union Territory will be led by Alok Kumar, Principal Secretary Higher Education Department.
The Administrative Secretary of the Social Welfare Department will be its member secretary while the Administrative Secretary Planning Development and Monitoring Department; a representative from the Finance Department (not below the rank of Additional Secretary) and any other member as may be co-opted by the committee will be its members.
It will examine or review schemes viz., Mission Shakti; Mission Vatsalya; PM Jan Vikas Karyakram (Minority) and PM Ajay (For SCs) vis-a-vis the stated/laid down targets for effective implementation in J&K. Besides identifying the bottlenecks in the implementation of schemes and suggesting measures for timely resolution; it will also ensure coordination amongst various departments/stakeholders for better implementation of schemes.
TRANSIT ACCOMMODATIONS, DISASTER MANAGEMENT PROJECTS
The committee for monitoring the progress of construction of transit accommodations and other disaster management projects under implementation in the Union territory of Jammu & Kashmir will have Chandraker Bharti, Principal Secretary Home Department as its chairman.
Administrative Secretaries of Information Technology and Public Works (R&B); Planning Development and Monitoring departments; Director, Department of Ecology Environment and Remote Sensing; a representative from the Finance Department (not below the rank of Additional Secretary) and any other member as may be co-opted by the committee will be its members.
Administrative Secretary, DMRRR Department Member Secretary. The panel will regularly monitor or review schemes viz construction of transit accommodations; all disaster management projects and preparedness on Glacial Lake Outburst Flood (GLOF) hazard mitigation measures in the Himalayas vis-a-vis the stated or laid down targets for effective implementation in J&K. It will identify the bottlenecks, if any, in the implementation of schemes or projects and suggest measures for timely resolution and ensure coordination amongst various departments and stakeholders in the Union territory of J&K as well as the relevant Ministries and departments in Government of India for better implementation of projects.
INITIATIVES TAKEN BY J&K ADMINISTRATION IN COLLABORATION WITH BISAG-N IN IDENTIFIED PRIORITY AREAS
The panel for monitoring the progress made under the initiatives taken by the UT administration in collaboration with BISAG-N in the identified priority areas viz. Panchayat profiling, integration of all online portals and public grievances in J&K will have Dheeraj Gupta, Financial Commissioner (Additional Chief Secretary), Forest, Ecology and Environment Department as its chairman.
Administrative Secretaries of Agriculture Production; Finance; Rural Development and Panchayati Raj; Skill Development; Labour and Employment; Planning Development and Monitoring and Public Grievances departments; Vice Chancellor, SKUAST-K and any other member as may be co-opted by the committee will be its members. The Administrative Secretary Information and Technology Department will be its member secretary.
As per its terms of reference, the committee will monitor the progress made under initiatives taken by the UT administration in collaboration with BISAG-N, in the identified priority areas viz panchayat profiling, integration of all online portals, public grievances, digitisation of public outreach programme, familiarisation of online services for common man utility, IT interventions in HADP, tracking self-employment and skill development schemes and tracking credit flow.
It will also examine the similar initiatives implemented in any state or UT across the country and suggest the best practices, if any, for adoption in J&K.
All the committees will submit a monthly progress report to the office of the Chief Secretary, J&K.
