The Padma Awards, including Padma Vibhushan, Padma Bhushan, and Padma Shri, are among India's highest civilian honors. Established in 1954, these awards recognize distinguished and exceptional achievements in various fields such as Art, Literature and Education, Sports, Medicine, Social Work, Science and Engineering, Public Affairs, Civil Service, and Trade and Industry. All individuals, regardless of race, occupation, position, or gender, are eligible for these awards, with the exception of government servants, including those working with PSUs, except for Doctors and Scientists.

The Government aims to transform the Padma Awards into “People’s Padma,” and thus, encourages all citizens to make nominations and recommendations, including self-nominations. Special efforts should be made to identify deserving individuals from among women, weaker sections of society, SCs and STs, divyang persons, and those providing selfless service to society. Nominations and recommendations should include all relevant details specified in the format available on the Rashtriya Puraskar Portal. A citation in narrative form (maximum 800 words) must clearly outline the distinguished and exceptional achievements or service of the nominee in their respective field or discipline.
