‘No school to function with single teacher, no teacher to work on non-teaching assignment, other Deptt’
Srinagar, Jun 25: In a significant development, the authorities in School Education Department (SED) have decided to ensure no teaching faculty is assigned any non-teaching assignment or deployed to other departments, to ensure proper utilisation of Human Resources (HR) in the department.
As per the official document, Secretary SED Ram Niwas Sharma is scheduled to convene a review meeting of the department on July 1, in which all these issues including schools with single teachers, are in the main agenda of the meeting. Earlier, Secretary SED on June 23 chaired a meeting to review the functioning of the department. During the meeting the Secretary issued several instructions to the officers and the next review meeting is scheduled on July 1.
In this regard, all the Chief Education Officers (CEOs) have been asked to furnish the requisite information and certificates that no teaching faculty is working on any non-teaching assignment. An official communication issued by the Joint Director north Kashmir to Chief Education Officer (CEO) Baramulla, Kupwara and Bandipora states that certificates be issued that no teacher is working on non-teaching assignments or deployed to other government departments.
The CEOs have been asked to ensure that all the government schools have sufficient staff to maintain their Pupil Teacher Ratio (PTR) and no further rationalisation of teachers is required in the schools. “Ensure that no school is functioning with a single teacher. Ensure that the teachers and masters assigned the charge of Booth Level Officers (BLOs) are taking classes regularly,” the communication reads. The department has also sought the details of Cluster Resource Coordinators (CRCs) working or waiting to be re-hired by the department.
“Provide vacancy positions of principals, ZEOs, ZEPOs and Headmasters,” the communication reads. The CEOs have been asked to submit the details of student enrollment in primary schools besides details about the number of school dropouts and Out of School Children from class 9th to 12th. “Provide result performance of classes 10th to 12th which will be cross-checked from the result Gazette,” it reads. The CEOs have been asked to submit the requisite information and certificates in a consolidated manner by June 27 of 2025. “The Secretary education will take a review on July 1. The matter is of utmost importance and may be treated as urgent and time-bound,” the official communication reads. Talking to Greater Kashmir, Secretary SED Ram Niwas Sharma said that the primary job of the teachers was to teach in the schools. “There will be no compromise on it because students are our top priority,” he told Greater Kashmir.
