‘Multiple births in first child birth’ | Children Education Allowance may be allowed for all children: Finance department

Jammu, Apr 5: J&K Finance department has clarified that in the “event of multiple births (more than two) in first child birth, reimbursement of Children Education Allowance (CEA) may be allowed for all children born in first child birth.”

The department has issued a clarification after receiving references seeking explanation regarding the “admissibility of Children Education Allowance in case of multiple births in the first child birth event.”

Sanction was accorded vide G 0 No. 473-F of 2019 dated November 28, 2019, to the grant of Children Education Allowance and hostel subsidy in favour of employees of Union Territory of Jammu and Kashmir, at par with the central government employees.

The admissibility and procedure for grant of the allowance was also explained in the order. According to it, the reimbursement of Children Education Allowance (CEA) and hostel subsidy can be claimed only for the two eldest surviving children with the exception in case the second child birth results in twins or multiple birth.

“In case of failure of sterilization operation, the CEA or hostel subsidy would be admissible in respect of children born out of the first instance of such failure beyond the usual two children norm,” it was explained.

After references were received seeking clarification, the matter was taken up with the Department of Personnel & Training, Ministry of Personnel (DoPT), P G and Pensions, Government of India for clarification vide letter No A 27012/02/2022-Est. (AL) dated February 12, 2024.
