New Delhi, Aug 21: The fifth session of the 18th Lok Sabha, which began on July 21, concluded on Thursday with Speaker Om Birla expressing concern over repeated disruptions that stalled parliamentary proceedings. In his valedictory address, Birla stated that continuous sloganeering, the display of placards, and coordinated interruptions had undermined the dignity of the House. He reminded members that citizens expect their representatives to use parliamentary time for meaningful debates on public issues and legislation.

The Speaker noted that, despite providing opportunities for all parties to raise issues, the session remained deadlocked for much of its duration.

Against an initial agreement to hold 120 hours of discussion, the House could function for only 37 hours. Out of 419 starred questions listed, just 55 could be answered orally. Birla also criticised the conduct and language used by some members during the Monsoon Session, urging them to maintain restraint and set a dignified example both inside and outside Parliament. During the session, 14 government bills were introduced and 12 were passed. Notable discussions included a debate on “Operation Sindoor” on July 28–29, which concluded with the Prime Minister’s reply, and a special discussion on August 18 highlighting the achievements of India’s space programme.
