‘Medical claims not preferred within time limits not to be considered’
Jammu, Dec 19: J&K government Tuesday reiterated that in case, the medical claim was not preferred within a time limit from the date of completion of treatment, the same would not be considered for placement before authorities.
“It shall not be considered, provided exceptional grounds are brought on record justifying valid reasons for the delay in preferring the claim, as prescribed in the General Financial Rules (GFR)-2017,” GAD Commissioner Secretary Sanjeev Verma warned.
He said, “It has been observed that medical reimbursement claims submitted under the Jammu and Kashmir Civil Services (Medical Attendance cum Allowance) Rules, 1990, are not being presented by the beneficiaries within prescribed time limits resulting in rendering such claims as 'time barred.' Further, instructions as regards processing of such time barred claims are not being adhered to, as already notified in terms of the General Financial Rule-2017 read with circular instructions issued by the Finance Department vide No A/23(08)-I-B-184 dated February 18, 2021.”
Stating that the non-settlement of such claims, without pre- requisite formalities as laid down in norms and guidelines, had been viewed seriously by the authorities, Verma impressed upon all the Administrative Secretaries and Heads of Departments to circulate these instructions amongst their respective departments and offices.
