Kupwara, Mar 30: The Medical Block Handwara has been without a Block Medical Officer (BMO) for the past one month following the transfer of the incumbent, creating an administrative deadlock and disrupting essential services. With the delay in joining of the new BMO, healthcare workers and the general public are bearing the brunt of the vacuum.

Earlier, the Health and Medical Education Department issued an order regarding the transfer and posting of doctors under Order No. 161JK(HME) of 2025, dated 19/09/25. As per the order, Dr. Mohammad Yousuf, In-charge BMO Chogal, was transferred to DHO Kulgam, and Dr. Syed Idrees, In-charge BMO Hajin, was posted as BMO Chogal. While the BMO Chogal has assumed office in a new place, the BMO designated for Handwara was yet to join, exacerbating concerns in the Medical Block.

The absence of the BMO, who also serves as the Drawing and Disbursing Officer (DDO), has stalled salary disbursements, leaving employees in financial distress ahead of Eid. The delay has sparked frustration among staff who depend on their wages for festive preparations and daily expenses. "We have families to feed and expenses to meet, especially with Eid around the corner. It is unacceptable that salaries are withheld due to an administrative void," said a healthcare worker, requesting anonymity. The situation has also impacted patient care and routine medical operations, as the lack of leadership slows down decision-making and service delivery. Frustrated residents and employees have urged the health department to step in immediately and ensure that the new BMO assumes charge without further delay.
