SP City South Jammu Ajay Sharma, while addressing a press conference revealed that the major breakthrough was achieved under ‘Operation Sanjeevani’ and “a large inter-district, inter-state and cross-border narco-terror syndicate operating in the Jammu region was successfully dismantled. The operation was conducted under the overall supervision of SSP Jammu.”

Sharma said that on November 14, 2025, at about 5.20 am, a patrolling team of Police Station Gandhi Nagar intercepted two suspicious individuals near Shastri Nagar Shamshan Ghat (cremation ground).

“Based on disclosures made during investigation and supported by technical evidence, the SIT arrested Mohd Yousaf alias Shamma, son of Fakhar Din, resident of Narwal Bala, Kiryana Talab, Jammu. Subsequent action led to the recovery of a heroin-like substance linked to his role as a forwarding link and active peddler,” SP Ajay Sharma said.

He revealed that further investigation revealed the involvement of financial handler Gulshan Kumar, son of Kehar Chand, resident of Lamberi, Rajouri. On his arrest, the SIT recovered a heroin-like substance, and a vehicle (JK02AX-9413)—found modified for narcotics transportation—was seized.

“Another key figure was jail-based facilitator Jaswinder Kumar alias Sonu, son of Karam Chand, resident of Lamberi, Nowshera. He was already lodged in District Jail Rajouri in a 10-kg narcotics case and had been coordinating with the module through virtual WhatsApp communication. He acted as a mediator between in-state and cross-border suppliers and was formally arrested in this case,” SP South informed.

He said that leveraging technical inputs and disclosures of arrested persons, the SIT tracked and arrested Shamp Din alias Pappy, son of Makhan Din, resident of Beaspur Prlah, tehsil Suchetgarh, district Jammu, at present Nikki Tawi, Belicharana; originally from Kathua.

According to Sharma, he (Shamp Din) was already absconding in case FIR No 93/2024 of Police Station Ramgarh (murder case). On his disclosure, the SIT recovered a heroin-like substance, a pistol, and live ammunition.

“During questioning, the involvement of another accused Abdul Hameed alias Meedu, son of Mohd Musa, resident of Dak Bungalow, Maralian, R S Pura came to light. A raid was conducted at his residence, where pistols and live ammunition were recovered. He fled from the spot and is presently absconding,” SP Ajay Sharma revealed.

Syndicate Structure and Cross-Border Nexus

Technical analysis and interrogation, according to SP South, have revealed that all accused were interconnected and operated as part of a structured drug trafficking network involving financial handlers, jail-based coordinators, and cross-border facilitators.

“The chain shows indications of links with Pakistan-based narcotic suppliers. During the investigation of the case, Jammu Police has recovered and seized over 4.95 kg of heroin-like substance; 3 pistols (including one Glock); 6 live rounds and one modified vehicle used for narcotics transportation,” he said.

Efforts were underway to apprehend the absconding accused, identify remaining members of the network, trace financial channels, and establish cross-border supply chains, SP South stated.
