Major Admin Reshuffle in Ladakh: Ashish Kundra retains Home, Revenue, Finance, Forest
Leh, Feb 28: The Ladakh administration on Saturday has ordered a major reshuffle across all top administrative and field level positions. The sweeping exercise also follows recent IAS-level movements, including Baseer Ul Haq Choudhary joining the Union Territory and Michael D’Souza returning to Goa. In the fresh administrative reshuffle, the Chief Secretary Ashish Kundra retains key portfolios of Home, Finance, Revenue and Forest, Ecology and Environment. The extensive exercise marks one of the most comprehensive administrative reorganisations under Lieutenant Governor Kavinder Gupta.
Under the fresh allocation of departments, Commissioner/Secretary Laltinkhuma Franklin has been assigned Secretary to the Lieutenant Governor, Health & Medical Education, Planning, Development & Monitoring, Secretary in the Finance Department, Resident Commissioner Ladakh at Delhi, Commissioner State Taxes and Excise, and Director Accounts & Treasuries.
Administrative Secretary Sanjit Rodrigues will handle Housing & Urban Development along with Tourism & Culture.
Rahul Sharma has been allocated Chief Electoral Officer, Ladakh, Transport, Elections, Inspector General of Registration, Food, Civil Supplies & Consumer Affairs, and Public Health Engineering/Irrigation and Flood Control.
Bhupesh Chaudhary will oversee Industries & Commerce (including Mining & Geology), Civil Aviation, Science & Technology, Agriculture & Horticulture, besides serving as Managing Director, SIDCO.
Shashanka Ala has been assigned Rural Development & Panchayati Raj, Information Technology, and Social & Tribal Welfare including ICDS and ICPS.
Bhanu Prabha will look after Higher Education, Technical Education & Skill Development, School Education, Cooperatives, and Disaster Management, Relief, Rehabilitation & Reconstruction.
Baseer Ul Haq Choudhary has been allocated Public Works (R&B), Hospitality and Protocol/Estates, and Information & Public Relations.
Rudra Goud P.T. will head General Administration (including ARI & Trainings, Grievances, Press, Stationery & Office Supplies), Power Development and New & Renewable Energy, Labour & Employment, and Animal Husbandry, Sheep Husbandry & Fisheries.
The reshuffle has also been carried out at the top echelons of field officers.
Mukul Beniwal moves from Sub Divisional Magistrate, Nubra, to Additional Deputy Commissioner, Leh. Tashi Dolma shifts from Director, School Education, to Special Secretary, Home, with additional charge of GAD. Imteeaz Kacho has been posted as Director, School Education, from Additional Deputy Commissioner, Kargil.
Nargis Bano takes over as Additional Registrar Cooperative from Programme Officer ICDS, Kargil. Sonam Nurboo becomes Regional Transport Officer, Ladakh, with additional charge of Senior Manager SIDCO. Ghulam Mohd moves as Additional Deputy Commissioner, Kargil, with additional charge of Chief Executive Officer, Tourism Development Authority, Kargil. Rigzin Spalgon has been posted as Programme Officer, ICDS, Leh, with additional charge of CEO, Tourism Development Authority, Leh.
Shabir Hussain becomes Joint Director, Information and Nodal Officer, DIRLIMP. Jigmet Rafjan has been posted as Sub Divisional Magistrate, Nubra. Mohd Taqi takes over as Assistant Commissioner Development, Kargil, with additional charge of Assistant Director Tourism, Kargil, and continues as Nodal Officer for RRFAMS/UPSC. Delex Namgial has been posted as Assistant Commissioner Revenue, Leh. Dorjay Gyalson joins as Under Secretary to the Office of the Chief Secretary with additional charge of Under Secretary, PW (R&B) and GAD.
Tufail Iqbal has been posted as Tehsildar, Durbuk, with additional charge of Sub Divisional Magistrate, Durbuk, while Mohd Ismail Ganie moves as Tehsildar, Disket. Deachen Chondol takes over as Tehsildar, Kharu, with additional charge of Sub Divisional Magistrate, Kharu.
Additional charge assignments have also been ordered. Shafiq Ahmad will hold charge of Programme Officer ICDS, Kargil. Sumera Shafi will hold additional charge of Under Secretary, H&P. Amir Suhail has been assigned additional charge of Under Secretary, DMRRR. Anil Singh will hold additional charge of Principal Food Craft Institute Ladakh. Nilza Angmo has been given additional charge of Chief Electoral Officer and Under Secretary Election. Ayaz Ahmed will serve as Executive Officer, Municipal Committee, Kargil, in additional capacity. Atta-ullah has been assigned additional charge of Tehsildar, Leh.
