KU makes prior approval mandatory for employees applying for outside postings
Srinagar, Feb 16: In a latest development, the authorities at Kashmir University have made it mandatory for its employees, particularly teaching fraternity, to seek prior approval for applying for postings outside University.
The move comes after it was observed that the KU employees mostly from the teaching department would apply for teaching positions in Universities outside J&K and within J&K as well.
"But these employees do not inform the administration at the time applying for the post but after receiving an intimation for the interview, they seek forwarding of their applications through a proper channel," a top KU official told Greater Kashmir.
He said that amid this process, many files would get piled up in the administration unnecessarily.
In wake of this, a circular has been issued by the Assistant Registrar Administration (Teaching Section), stating that the teaching and non-teaching employees of the University often submit applications (online/offline) for posts outside the University without obtaining prior approval of the Competent Authority and thereafter seek forwarding of their applications through proper channel.
"Such practice does not conform to established rules and administrative procedure, as prior permission of the Employer is mandatory before applying for any post outside the University," the KU circular reads.
"It is hereby notified for the information of all concerned that no teaching or non-teaching employee of the University of Kashmir shall apply for any post outside the University, whether online or offline, without obtaining prior written approval of the Competent Authority through proper channel," it reads.
The employees have been directed that forwarding of applications after submission shall not be treated as a valid permission and shall not be entertained in future.
"This circular is issued in the interest of ensuring administrative discipline, procedural compliance, and institutional accountability," it reads.
As per the circular, all the heads of the departments, Directors, Officers have been asked to "circulate this circular" among staff under their control for strict compliance.
