KEMCA regrets allotment of JKSPDC contracts in contravention of rules
Srinagar, Nov 8: Kashmir Electrical & Mechanical Contractors Association (KEMCA) has regretted the delay in awarding of contracts in the generation wing of JKSPDC.
In a statement, KEMCA said, “We the Electrical and Mechanical Contractors of Kashmir division are facing serious problems in tendering processes of generation wing, Kashmir of JKSPDC. The generation wing, Kashmir is putting strong qualification criteria in even small tenders for routine maintenance and other works of power houses which is leading to disqualification of local contractors without consideration of relaxation of prior experience criteria for small tenders within ambit of govt rules prevalent in even Civil Wing of JKSPDC.”
KEMCA has regretted that the JKSPDC Generation Wing Kashmir is finalising all tenders in Contract Committee headed by Chief Engineer and other senior officers “which is in clear contravention to JKSPDC rules where provision for finalisation of contracts upto 40 lakhs are to be done without convening of Contract Committee.”
“This is resulting in enormous delay in even allotting a contract which at times extends beyond six months and contractors are then forced to extend bid validities. This process is not followed anywhere in JKSPDC but only in Generation Wing, Kashmir.”
KEMCA asked Advisor to Chief Minister to look into this grave issue and come to the rescue of local small contractors.
