Srinagar, Sep 14: Under the patronage of Justice Tashi Rabstan, Chief Justice (Acting), High Court of Jammu & Kashmir and Ladakh (Patron-in-Chief, J&K Judicial Academy) organized two day training Programme on ‘Concept & Overview: General Financial Rules (GFR), Financial Management System (PFMS), concept and procedures.

The programme was held under the guidance of  Chairperson, Governing Committee for J&K Judicial Academy (JKJA) and Members of Governing Committee. On the occasion training was imparted on taxation, maintaining financial record and audit, execution of warrants , carrying out attachment sales and any other official duties for executing orders of the execution court’ for AOs/Nazir of high court/ subordinate courts of Jammu & Kashmir province including UT of Ladakh through physical as well as virtual mode at JKJA, Mominabad, here.

Delivering her inaugural address Sonia Gupta highlighted the significance of the training programmes for AO’s/ Nazir of high court of Jammu & Kashmir/subordinate courts of Jammu & Kashmir province and UT of Ladakh.

In the first session, G.M Wani gave a detailed concept and overview of general financial rules (GFR) and essential framework governing financial management in our system. He stressed upon the rules that guide the preparation of budget documents, which are crucial in ensuring that our judicial institutions run efficiently and transparently. Additionally, he explored the use of e- commerce platforms in judicial operations, contemporary approach that can simplify processes and enhance transparency.

In second session,  resource person Adil Bashir Sofi, Senior Technical Support Engineer, PFMS State Directorate, J&K gave a detailed overview of the critical aspects of the public financial management system (PFMS) and discussed in the session how pivotal it is for maintaining financial records and ensuring smooth audit.

The main focus was on taxation procedures which are integral to maintaining compliance with financial regulations. The learned resource person also guided the participants through the complexities of PFMS and maintaining financial records. He discussed that PFMS which is the public financial management system provides an online subsidy payment network to both Non Aadhar based bank accounts and Aadhar based bank accounts under DBT(direct benefit transfer) through the NPCI(Nationals payment corporation of India)

All the sessions remained interactive during which all the participants actively participated and shared their experiences, difficulties and also discussed various aspects of the subject topics. They also raised a number of queries which were answered satisfactorily by the worthy resource persons.
