J&K CEO to hire PMU for election database management, analytics

Jammu, Apr 14:  J&K Chief Electoral Officer (CEO) will hire a Project Management Unit (PMU), comprising IT and financial experts, to assist its office in election related analytics, database management, including handling its digital dashboard and even monitoring expenditure of candidates and political parties.

As per official sources, a process in this connection has already been initiated.

PMU, to be hired, will comprise a Project Manager, an Information Technology (IT) expert and two financial experts.

Officially speaking, it is anticipated that the core team, comprising team leader and experts, will work closely with the office of Chief Electoral Officer, J&K to “assist in data analytics, database management, grievance management, bid management for election related procurement and other specialized IT activities related to it (CEO’s office) on a day-to-day basis.”

This core team will help in management of all election work streams in J&K. The scope of work of the IT expert will mainly include managing various portals of the office of CEO and handling various applications made by the Election Commission of India (ECI).

To resolve various queries raised at district level; election data collection, data analytics and management for all election work streams will also come under the job profile of IT expert.

Besides, PMU, mainly the IT expert, will be tasked with the works related to election employee database management; Management Information Systems (MIS) end material management dashboard; digital dashboard for election management and handling and managing account application at UT level.

The works vis-a-vis handling technical queries raised and providing solutions thereafter; assisting the department in analyzing and monitoring expenditure and ERO Net (ECI website for elector registration, form processing) and electoral roll related works will also come under the scope of activities of the IT expert.

Similarly, the financial experts have been tasked with the monitoring of expenditure of political parties and candidates.

As per officials, under the head of expenditure monitoring, financial experts will be responsible for assisting the expenditures of political parties and candidates to ensure compliance with established norms and regulations. This will include monitoring the accuracy of election expenditures and the sources of contributions.

“The selected resource person will be responsible for monitoring Registered Unrecognized Political Parties (RUPP) related preparation of contribution, donation report, audited annual accounts, election expenditure statement etc,” officials stated.

“As the online filling of the report is at initial stage and resource persons are expected to do complete hand holding of Registered Unrecognized Political Parties (RUPP) besides any other task to be assigned by the department,” they added.
