Both sides unequivocally condemned terrorism in all its forms and manifestations, including cross-border terrorism. India and Germany strongly denounced the terrorist attack in Pahalgam, J&K, on 22 April 2025, as well as the recent heinous incident near the Red Fort in New Delhi on 10 November 2025, which claimed innocent civilian lives.

The delegations exchanged assessments on evolving terror threats in their regions and reviewed global challenges. They discussed counter-terrorism strategies and cooperation on key issues such as online radicalisation, misuse of emerging technologies, terror financing, capacity building, judicial collaboration, and the designation of terrorists and terrorist entities. Reaffirming their commitment to multilateral cooperation, both sides agreed to bolster their engagement through platforms including the United Nations, the Global Counter Terrorism Forum, the Financial Action Task Force (FATF), and the No Money for Terror Ministerial Conference. India and Germany also explored new avenues for collaboration in counter-terrorism and identified areas for future joint initiatives. It was agreed that the next meeting of the Joint Working Group would be held in Germany at a mutually convenient date.
