New Delhi, Nov 14: India and the European Union held the 9th edition of their High Level Dialogue on Migration and Mobility (HLDMM) in New Delhi on 12 November 2025, reaffirming their commitment to deepen cooperation on the movement of professionals, students and skilled workers.

The meeting was co-chaired by Prashant Pise, Additional Secretary in the Ministry of External Affairs, and Johannes Luchner, Deputy Director-General in the European Commission’s Directorate General for Migration and Home Affairs.

Representatives from EU member-state missions in New Delhi, along with officials from key Indian ministries and the Indian Council of World Affairs, participated in the talks.

Both sides reviewed progress under the India-EU Common Agenda on Migration and Mobility (CAMM) and discussed initiatives outlined in the EU Council’s recently adopted Joint Communication on a “New Strategic India-EU Agenda”. The dialogue also examined a proposed Comprehensive Framework of Cooperation on Mobility and the EU’s plan to establish a pilot European Legal Gateway Office in India, a one-stop platform intended to guide and support Indian professionals seeking to work in the EU, beginning with the information and communications technology sector. India and the EU underlined that migration and mobility remain central pillars of their broader strategic partnership. They explored further steps to expand legal pathways, streamline processes and tap emerging opportunities for talent movement. The two sides agreed to convene the next round of the dialogue in Belgium at mutually convenient dates.
