H&ME Deptt releases Rs 7 crore for SKIMS
Srinagar, Nov 12: The Health and Medical Education (H&ME) Department has released Rs seven crore in favour of SKIMS,Soura under the Centrally Sponsored Scheme "Strengthening and up-gradation of State Government Medical Colleges to increase PG Seats-Phase-II" for its utilisation during the current financial year 2023-24.
The release of funds is expected to facilitate the up-gradation of SKIMS, Srinagar, and increase its capacity to offer postgraduate medical seats.
“Advance drawl of Rs. 700.00 lakhs (Rupees Seven Crore) only as detailed above, by Director Finance, Health & Medical Education Department for crediting the funds into the single Nodal Account (SNA) of the Scheme so that funds be transferred to SKIMS, Srinagar for its utilization on the approved components of scheme during the current financial year 2023-24,” reads an official order issued by Bhupinder Kumar, Secretary, Health and Medical Education department.
The funds will be debited to the account classification: 17 Health & Medical Education Department, 4210 Capital Outlay on Medical and Public Health, 03 Medical Education Training & Research, 105 Allopathy, 0031 Centrally Sponsored Scheme, 0173 Up-gradation of GMCs for increasing PG Seats, 028 Grant-in-Aid.
As per the order, the expenditure shall be made strictly as according to the classification under which funds have been authorized by the Finance Department.
“Treasury Officers shall not entertain bills without complete classification under which funds have been authorized by the Finance Department and Drawing and Disbursing Officer (ODO) shall complete all codal formalities before presentation of bills at the Treasury,” reads an order.
The order further reads that treasury Officers shall not allow parking or drawl of funds in the Civil Deposit without the prior concurrence of the Finance Department and the concerned HOD shall send status report about the scheme in terms of physical and financial progress made during the current financial year.
The concerned HOD has been asked to send the Utilization Certificate (UC) of the funds as early as possible and positively before 31-03-2024 to Govt. of India under intimation to this department.
“All the sanctions/ approvals and clearances shall be in place before drawl of money from the treasury and Director Finance, H&ME Department shall vouchsafe the availability of funds on the BEAMS portal as accordingly release/ transfer the same to the concerned HOD,” reads an order.
