H&ME Department takes strong note of doctors rejoining duties without approval after higher studies
Srinagar, Feb 15: The Health and Medical Education Department (H&ME) has issued an advisory mandating prior approval from the department before utilising the services of doctors returning from higher studies or tenure postings.
This move aims to improve transparency and ensure efficient deployment of medical professionals.
As per the official order, previously, doctors returning after completing their studies or tenures could be reintegrated by the Directorates of Health Services (Jammu/Kashmir) without seeking approval from the administrative department. This practice, according to the advisory, led to a lack of clarity on the whereabouts and deployment of such doctors.
As per the official order, it is important to seek prior approval from the competent authority before adjusting or issuing posting orders for doctors who return after pursuing higher studies or tenure postings. The in-service doctors who obtain permission for higher studies or tenure postings are required to approach the concerned Directorates of Health Services upon completion of their programmes.
However, the department has expressed concerns over a lack of oversight, highlighting instances where doctors rejoin without the Administrative Department's awareness, potentially leading to administrative challenges.
“It is impressed upon both the Directorates of Health Services, Jammu/Kashmir to ensure that the adjustment/posting proposals of utilizing the services of in-service doctors, who report back to the parent Directorates, are submitted to the Administrative Department for necessary approval. Henceforth, no such adjustment/posting-order shall be issued by the Directorates at their own level without prior consultation/consent of the Administrative Department,” the order reads.
Dr Mir Mushtaq, Spokesperson for the Directorate of Health Services Kashmir, told Greater Kashmir that in the interest of patient care, the advisory will be followed in letter and spirit.
" We have received an advisory from the H&ME department. The directive, aimed at bolstering healthcare services, will be implemented comprehensively," he said.
