Srinagar, Apr 15: In a significant development, the Higher Education Department (HED) has constituted teams of officers to conduct administrative inspection of the Government Degree Colleges (GDCs) across Jammu and Kashmir.

The order has been issued in pursuance to circular number 18-GAD of 2010 dated September 9 of 2010 issued by the General Administrative Department (GED) with regard to the conducting of administrative inspections for effective monitoring and functioning of Head of Departments and Subordinate offices on regular basis.

The then decision was taken to monitor the offices as per the regulations and established practices. In wake of this, the HED has constituted 12 different teams of officers of the department to conduct the inspection of around 24 degree colleges across Jammu and Kashmir.

“The teams shall conduct the inspection of each college strictly on the of proforma devised by ARI and Training Department and furnish the detailed inspection reports to Principal Secretary to the Government, Higher Education Department,” the order reads.

As per the government order, each team comprises of five members headed by Special Secretary, Director Colleges, Director Finance, Director Planning, Additional Secretary (S), Additional Secretary (P), Deputy Secretary, Under Secretary (D), Under Secretary (S), Under Secretary (T) and Assistant Director planning (P&S).

As of now, the HED has constituted teams for 24 colleges while the teams for the rest of the colleges will be constituted in the coming days. “But the department will exclude newly established colleges as these colleges were established in 2019 and are functioning from makeshift arrangements,” the official said.

He said the administrative inspection will include assessment of academic programmes offered by the respective colleges, intake capacity and the actual enrollment of the institution.

“Under this administrative inspection, the teams constituted by the department will review the faculty position, service records and service books of employees besides the record of purchases made by the colleges,” the official said.

The official said the practice was in vogue in the past but was stopped for some time. “But now the HED has decided to start it again,” he said.
