Govt to introduce 2 bills on Governance Reforms, Social Justice in Assembly today

Srinagar, Jan 3: Jammu and Kashmir Chief Minister Omar Abdullah is scheduled to introduce two important Bills related to governance reforms and social justice during the Legislative Assembly proceedings on Wednesday.

According to the List of Business issued by the Jammu and Kashmir Legislative Assembly Secretariat, the House will meet on Wednesday, February 4, with proceedings commencing at 10:00 am.

As per the agenda, questions listed separately will be taken up first, following which the Chief Minister will introduce two significant legislative proposals.

The first is "A Bill to amend certain enactments of the Union Territory of Jammu and Kashmir for decriminalising and rationalising offences to further enhance trust-based governance for ease of living and doing business” (L.A. Bill No. 01 of 2026). The Bill aims to reduce criminal provisions in regulatory laws and promote a trust-based governance framework, and has already been published in an extraordinary issue of the Official Gazette.

The second proposed legislation is “A Bill to amend certain enactments of the Union Territory of Jammu and Kashmir to eliminate discrimination or denial of equal treatment for persons affected by leprosy and to enable the Union Territory to discharge its positive obligations through affirmative action” (L.A. Bill No. 02 of 2026). This Bill seeks to address social discrimination and ensure equal rights and dignity for persons affected by leprosy, and has also been notified earlier through the Official Gazette.

Following the introduction of the Bills, the House will continue discussion on the Motion of Thanks on the Address of the Hon’ble Lieutenant Governor, marking a key stage in the ongoing Assembly proceedings.
