Govt amends Judicial Recruitment Rules after nearly 6 decades
Srinagar, Jun 11: The government has carried out several amendments in the Jammu and Kashmir Civil Service (Judicial) Recruitment Rules, 1967 notified on January 4, 1968. The amendments were made by the Lieutenant Governor in exercise of the powers conferred by Article 234 of the Constitution of India in consultation with the High Court of Jammu and Kashmir and Ladakh and the Jammu and Kashmir Public Service Commission, according to an SO notified department of Law, Justices and Parliamentary Affairs.
Among others, Syllabus has been changed and shall comprise General Knowledge, Indian Constitutional Law, the Bharatiya Nagarik Suraksha Sanhita, 2023, the Bharatiya Sakshya Adhiniyam, 2023, the Bharatiya Nyaya Sanhita, 2023 and the Limitation Act, 1963. Similarly, Paper-B shall comprise of General Financial Rules, 2017, the Jammu and Kashmir Service Regulation, 1956 (Chapters III to XIII and XXII and XXIII), Rules and Orders for the Guidance of Subordinate Courts (Civil and Criminal) and Circular Orders issued by the High Court, the Code of Civil Procedure, 1908, the Registration Act, 1908, the Transfer of Property Act, 1882, and the Jammu and Kashmir Residential and Commercial Tenancy Act, 2012.
Also for rule 12, the written (mains) examination shall include compulsory and optional papers and every candidate shall take all the compulsory papers and three out of the optional papers. The Compulsory Papers include Paper I English Essay, Translation from English into Urdu or Hindi and vice versa and Precis.
Paper II would include General Knowledge and Indian Constitutional Law while Paper III will comprise the Bharatiya Nagarik Suraksha Sanhita, 2023, the Bharatiya Sakshya Adhiniyam, 2023, and the Bharatiya Nyaya Sanhita, 2023.
Paper IV will encompass General Financial Rules, 2017, the Jammu and Kashmir Service Regulation, 1956 (Chapters III to XIII and XXII and XXIII), Rules and Orders for the Guidance of Subordinate Courts (Civil and Criminal) and Circular Orders issued by the High Court.
Besides the syllabus, amendments have been effected vis-à-vis medical examination of the candidates. These regulations are intended merely for the guidance of the medical board and not meant to restrict their discretion in anyway, according to the amended rules.
Among others a candidate must be medically fit for admission to the Civil Service (Judicial) and must be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of his duties.
