Government accords retrospective approval to fixation of terms of DGP Swain’s appointment, HTC

Jammu, Sep 08: The J&K government has accorded retrospective approval to the fixation of terms and conditions of the appointment of R R Swain as Director General of Police, J&K and availing of Home Travel Concession (HTC) by him.

Sanction has been accorded by the J&K Home Department while referring to order No 15041/09/2023.UTS.I dated August 6, 2024, issued by the Government of India, MHA, New Delhi.

As per the order, DGP Swain is in Level 17 in the pay matrix and all other allowances as admissible to the members of AIS. He is authorised to a rent-free reasonably furnished house. It has been specified that he is authorised to use government vehicles on certain terms.

“All expenses relating to the maintenance of the vehicle so that it is roadworthy including any payment due for taxes etc. will be borne by the Government against a payment of Rs 150 every month payable by DGP for its use. All running expenses of the vehicle are to be paid by the Government for all official purposes and for private purposes up to 500 Kilometers per month,” the order read specifying the conditions.

Through a separate order, J&K Home Department, while referring to Letter No Gz/P-Case/RRS/DGP/2024 dated August 12, 2024, of Police Headquarters, J&K and UO No FD-Code/227/2021-02-Part(2)/847 dated September 4, 2024, from Finance Department, has accorded retrospective sanction to the availing of Home Travel Concession (HTC) by DGP Swain.

“Sanction is hereby accorded to the availing of Home Travel Concession (HTC) by R R Swain, IPS, DGP, J&K, for the Block year 2023-2024, to visit Rourkela, Odisha with effect from August 16, 2024, subject to the fulfillment of certain conditions,” the order read.

Sanction was subject to the conditions - the claim is covered under Central Civil Service (LTC) Rules 1988; the officer (DGP) and his dependents have not availed such concession earlier during the LTC block 2023-2024; leave applied by him (DGP) is sanctioned by the competent authority; entry to this effect is recorded in his service book; journey to Rourkela, Odisha is performed by the shortest route and the entitlement is regulated by the concerned Drawing & Disbursing Officer under rule.
