Srinagar, Nov 4: The Environmental Policy Group (EPG) has voiced strong concern over the growing misuse of public open spaces and playgrounds in Kashmir, warning that their encroachment and commercial exploitation are depriving children and youth of recreational opportunities while causing lasting environmental damage.

In a statement, EPG Convenor Faiz Ahmad Bakshi said that open spaces in Srinagar and other parts of the Valley are being increasingly used for parking, temporary stalls, and social functions in violation of their designated purpose. “Our public grounds are being encroached upon for short-term convenience,” Bakshi said. “Playgrounds and open spaces are meant for public recreation and community well-being, not for parking, political events, or commercial use.”

Bakshi cited the example of Bakshi Stadium, which underwent a Rs 50 crore redevelopment to serve as a premier football venue suitable for hosting top-tier national tournaments. “It is ironic that after such a huge investment, the stadium has been used for cricket matches and non-sporting events rather than football,” he said. “This misuse has damaged the turf and undermined the very purpose for which it was upgraded.”

He said the neglect of Bakshi Stadium is symbolic of a broader disregard for Kashmir’s already limited public spaces. “When our few remaining open grounds are turned into event venues, we lose not only sporting infrastructure but also vital community spaces that promote health and social interaction,” he added.

Bakshi also highlighted how other key open areas, such as the Polo Ground and S.P. College playground, have been repeatedly encroached upon. “During events like the Kashmir Marathon, Polo Ground is occupied by stalls and structures, while the S.P. College ground has virtually become a parking lot,” he said. “Its condition has deteriorated so badly that it’s unsafe for sports. Children have suffered injuries there.”

He warned that the shrinking of open spaces is having serious social consequences. “This alienation from outdoor activity is one of the major factors pushing youth towards drugs and social vices,” Bakshi said.

Urging the government to act swiftly, Bakshi called for an inquiry into the recurring misuse of key open spaces, including Bakshi Stadium and Polo Ground. “The administration must take urgent measures to protect remaining open areas,” he said. “Once the natural ground surface and green cover are destroyed, restoration becomes nearly impossible.”

Bakshi said the EPG has repeatedly raised the issue with the authorities but lamented the lack of meaningful action.
