Srinagar, Nov 4: The Election Commission has issued a show-cause notice to Peoples Democratic Party (PDP) candidate Aga Muntazir Mehdi for allegedly breaching the Model Code of Conduct (MCC) during campaigning for the Budgam Assembly by-election. Mehdi is accused of holding late-night campaign activities on November 1 and 3 without prior permission from the competent authorities.

According to the notice, the EC received multiple complaints from contesting candidates, alleging that Mehdi organised rallies and processions beyond the permitted hours. Reports from the Flying Squad Teams (FSTs) also confirmed that gatherings were held late at night without prior approval.

“Videos of these campaign events have been widely circulated on social media, providing prima facie evidence of violations,” the notice stated, adding that such actions disturb the level playing field and undermine the credibility of the election process.

The nodal officer has directed Mehdi to respond within 24 hours, explaining why action should not be initiated for violating the MCC. The notice further warned that any future violations would invite strict measures under election laws.

In his written response, Mehdi denied any deliberate or wilful violation, claiming that the incident was not a planned campaign event but a spontaneous gathering of villagers. “People stopped me along the way and expressed emotional and faith-based sentiments. It was not a political rally but a cultural and social interaction,” he said.

He added that the brief use of a loudspeaker was only to address the locals and not part of an organised political programme. “It would have been disrespectful to ignore their request,” Mehdi said, adding that his team would ensure full compliance with EC directions in future.

The Budgam bypolls are being closely monitored by the Election Commission to ensure strict adherence to the MCC and free and fair conduct of the electoral process.
