DSEK serves show-cause notice to seven CEOs over delay in submission of seniority list

Srinagar, July 6: The Directorate of School Education Kashmir (DSEK) has issued show cause notice to seven chief education officers (CEO)s of Kashmir division for delaying submission of employee seniority list and other files as well.

As per the official communication addressed to CEO, Anantnag Bandipora, Baramulla, Shopian, Srinagar, Ganderbal and Kupwara, the directorate has stated that these officers have failed to submit the employee details despite the passage of over four months despite several reminders.

The communication has exposed the slow pace of work at CEO offices which delays the routine exercises related to the promotion or other official works related to the teaching and non-teaching employees of the department.

The DSEK has stated that a communication was issued on March 28 of 2024 followed by series of reminders wherein the CEOs were asked to furnish the final and updated seniority list of teachers with relevant set of certificates and vacancy position of masters on the devised format. The CEOs were asked to submit the complete personal files of teachers falling under consideration zone for promotion.

However, till date these seven CEOs have not submitted the files and other related documents which has created hurdles in executing the official process at the Directorate.

“While issuing meeting notice for conduct of divisional departmental promotion committee meeting on June 24 of 2024, it was once again re-iterated to submit the above information by or before June 29 for its placement before the committee,” the communication reads.

The DSEK has stated that in view of the non-submission of information from the offices of these CEOs, the directorate issued two more reminders on July 1 and July 4 of 2024 to these CEOs.

“But you again failed to submit the complete information to this Directorate. In pursuance of the meeting notice issued on June 24 of 2024, a preliminary meeting of the divisional departmental promotion committee was held in the office chamber of Director School Education, Kashmir (Chairman of the Committee) on June 6 of 2024 and the information sought repeatedly from the concerned CEOs could not be presented before the committee,” the communication reads.

Given the delay in the submission of the files and the other related information, the process is likely to face further delay due to the lackadaisical approach of the concerned CEOs, an official said.

As per the communication, the divisional departmental promotion committee has expressed its “serious displeasure” over the non-submission of information and submission of incomplete information by CEO which has held up the entire process of promotion of eligible trained graduate and post-Graduate teachers as masters.

“This has resulted in demoralisation of entire teaching community at large and those under consideration in particular. In view of the above, you are hereby directed to Show Cause as to why disciplinary proceedings as warranted under rules shall not be initiated against you for non-submission of requisite information and submission of incomplete information,” the communication reads.

The CEOs have been directed to submit their reply within a period of five days. “Your reply shall reach this directorate within a period of five days, failing which it shall be presumed that you have nothing to say in your defense, and action as warranted under rules shall be initiated against you,” it reads.
