DSEK issues instructions for safe custody of service books
Srinagar, Dec 14: The Directorate of School Education Kashmir (DSEK) has issued strict instructions prohibiting the transfer of service books along with employees during their transfer from one office to another.
The instructions have been issued in order to ensure the secure handling of the Service Book of the employees.
The DSEK in its circular instructions has referred to Article 266 of J&K CSR Volume-I which states that a service book is supplied to every officer on his first appointment and is kept in the custody of the head of the office under whose signature the monthly pay bill of the establishment is paid from the treasury.
"When an employee is transferred to another office, his service book should be sent to the Head of the office to which he is transferred and not made over to him, nor should it be given to him when proceeding on leave," the circular reads while referring to Article 266 of JACK CSR Volume-I.
In wake of this, the DSEK has directed all the DDOs of School Education Department, Kashmir that it has come to the notice of this Directorate that despite clear cut rule position, most of the DDO's handover the Service book and LPC to the concerned employee upon their transfer from one office to another office or for other purposes, thus violating the instructions provided under Article 266 and other codal books.
"This practice is fraught with the risk and danger of loss/ damage/ insertions of service book and needs to be stopped forthwith," the circular reads
The DDOs have been impressed upon all the CEO's and DDO's to forward the Service book and LPC from one office to another through registered post and authorized DAK runner to ensure safety of the vital documents strictly as per proper procedure.
"Further, CEOs and DDOs shall in no case accept any service book or LPC through the concerned employee (transferee) and shall bring any such instance to the notice of this Directorate," the circular reads.
Any instance of violation of the circular instructions shall be viewed seriously and dealt strictly under rules, the DSEK circular reads.
