DSEK cancels attachment of teaching, non-teaching staff in ‘other deptts’
Srinagar, July 1: The Directorate of School Education Kashmir (DSEK) Monday ordered the cancellation of attachment of all the teaching and non-teaching staff who have been deputed to offices for administrative work in other departments.
However, there is no mention of the teachers who continue to remain deputed in different cells at the Directorate, office of the Zonal Education Officer (ZEO), and Chief Education Officers (CEO) across Kashmir.
As per the DSEK order, all the teaching and non-teaching staff have been recalled and directed to report to their actual place of posting immediately.
“It is hereby ordered that the teaching and non-teaching staff of the School Education Department of Kashmir Division who have been deployed or attached from time to time for administrative work in other departments are hereby recalled and directed to report to their actual place of posting immediately,” the order reads.
However, the teaching and non-teaching staff, who have been deployed in Gujjar Bakerwal, and Pahari Hostels and for facilitation of Amarnath Yatra duties have been exempted in the order.
“In case, any of the teaching and non-teaching officials fail to join his or her actual place of posting, the DDO concerned shall not release the salary of such defaulting officers and officials in any circumstances,” the order reads.
The DSEK has warned that any non-compliance of this order shall invite disciplinary action against the defaulting officers.
Notably, the Directorate of School Education Jammu (DSEJ) earlier cancelled the attachment of all the teachers who have been deputed to offices for administrative work in other departments.
Greater Kashmir has carried a series of stories regarding the prolonged tenure of teachers in various offices of the SED or in other departments where teachers remain deputed for other non-teaching assignments.
The DSEK in its order issued on July 1, 2024, has ordered the cancellation of attachments of teaching and non-teaching staff from offices of other government departments while there is no mention of teachers deputed in CEO CEOs and Zonal Education Officers (ZEOs) for several years, in violation of set norms.
In the past, SED has issued several orders with directions that all the teachers deputed at any office for more than two years should be relieved and join back to their original place of posting.
Surprisingly, the orders have seen poor implementations at the ground level as most of the CEOs and ZEOs, particularly in the Kashmir division have not relieved the teachers for unknown reasons. These teachers are manning clerical assignments or other jobs and do not report to the schools.
Some teachers have been designated as cultural coordinators while other teachers have been adjusted in different cells and are not replaced despite government directions.
