Srinagar, Oct 22: With winter approaching, the Divisional Commissioner Kashmir has issued a detailed advisory to all Deputy Commissioners in the Valley, urging strict enforcement of fire safety measures in view of the persistent rise in fire incidents during the colder months.

The directive comes after repeated observations that, despite previous advisories and awareness campaigns, a substantial number of fire-related accidents continue to be reported across districts, resulting in loss of life and property damage.

The advisory noted that most incidents have been linked to electrical short circuits, improper handling of heating appliances, and unsafe storage of combustible materials, highlighting the need for a coordinated and proactive approach at the district level. Deputy Commissioners have been asked to formulate and implement comprehensive district-level winter fire safety plans in coordination with the Fire and Emergency Services Department, Power Development Department, Public Health Engineering, Health, and Municipal and Panchayat authorities. A district-level nodal officer will be designated by the Fire and Emergency Services Department to oversee implementation and ensure accountability.

Citizens have been urged to exercise heightened caution, particularly while using heating appliances, LPG units, and Kangris, the traditional fire pots, and to ensure that such devices are switched off before leaving homes or going to sleep. The advisory also emphasised the need to avoid storing combustible materials, including dry grass, firewood, and LPG cylinders, inside or near residential premises, and instructed authorities to take strict action against violations. Awareness campaigns through electronic, print, and social media platforms have been directed to educate residents about fire hazards and safe handling of appliances.

Electrical safety has been highlighted as a major concern. Deputy Commissioners are required to ensure that PDD teams conduct random inspections of residential and commercial wiring, particularly in high-risk areas prone to overloading, congested urban centers, and wooden structures. The Fire and Emergency Services Department has also been tasked with conducting fire safety audits of government offices, hospitals, schools, markets, and densely populated residential clusters, with identified deficiencies to be rectified within fixed timelines, the advisory said.

The advisory further instructs authorities to review emergency preparedness, including the availability of fire tenders, emergency water sources, and quick response teams, particularly in snow-bound areas. Municipal Committees, Panchayats, and urban local bodies have been directed to ensure unobstructed fire lanes, functional water access points, and readiness of local fire hydrants throughout the winter months. Specific measures have been outlined for the safe use of Hamams and LPG or gas heaters, including removal of LPG cylinders from bedrooms during night hours.

Deputy Commissioners have been asked to hold monthly reviews of fire incidents, preventive measures, and public awareness initiatives, and to submit reports to the office of the Divisional Commissioner. The administration has emphasised zero tolerance for negligence in fire safety enforcement, urging citizens to cooperate with authorities and adopt responsible practices at home and in public spaces.

The Divisional Commissioner said the advisory aims to prevent avoidable tragedies and ensure public safety as the Valley enters the harsh winter season, stressing that vigilance and adherence to safety norms remain crucial to saving lives and protecting property.
