Detachment of teachers from offices: Lax implementation forces authorities to issue fresh orders every winter
Srinagar, Feb 21: The detachment of the teaching staff from the offices within the parent department and outside offices has become a persistent problem as the repeated orders by the Directorate of School Education Kashmir (DSEK) have failed to see any implementation on the ground.
Given the lax implementation of the orders, the School Education Department (SED) and DSEK are forced to issue the orders every year prior to the commencement of the new academic session in the schools.
Over the years, the government has issued repeated orders directing the Chief Education Officers (CEOs) to detach and relieve all the teachers from offices. However, the orders see poor implementation on the ground as the teachers continue to remain deployed in offices
In wake of this, DSEK on February 21 of 2025 issued a fresh order with the directions to the CEOs and other concerned officers that teh teaching staff in offices must be detached and relieved with immediate effect.
In the latest order, DSEK has acknowledged the poor implementation of the previous orders while stating that the teaching staff deployed for administrative works in different offices was recalled with the directions to report to their original place of postings in December 10 of 2021 while another was issued by DSEK in July 1 of 2024.
"Despite clear cut instructions, it has come to notice of this Directorate that a number of teaching officials have been made to continue in different offices within or outside parent department for administrative works on one pretext or the other without obtaining prior approval of the Directorate," the order reads.
The order reads that the continuation of teaching staff in different offices for administrative works despite orders conveyed from time to time reflects "non-seriousness" on the part of Chief Education Officers, Drawing and Disbursing Officers and Head of Institutions who have "failed to get the orders implemented on ground" by ensuring that these officials report back to their original assignment of Teaching for which they have been employed in the SED.
"In order to ensure full compliance of the orders issued from time to time, it is hereby ordered that all the teaching staff (Lecturers/ Masters/ Teachers) working in different offices within or outside parent department for administrative works in contravention of their Job Profile, without formal orders of administrative department or DSEK, shall report to their substantive place of posting in Educational institutions without fail," the order reads.
It further reads that the non-teaching staff of SED working outside parent department shall report to their substantive place of posting without fail.
"The Chief Accounts Officer of the Directorate shall personally monitor the implementation of instructions in letter and spirit and liaison with concerned treasury officers for getting inputs about drawl of salary against the defaulters," the order reads.
