CS-led Empowered Committee, executive committees to oversee CITaG functioning in J&K

Jammu, June 11: J&K government has constituted Chief-Secretary-led Empowered Committee and Executive Committee to oversee the functioning of Centre for Innovation and Transformation in Governance (CITaG) in the Union Territory.

As per GAD order, the Empowered Committee will oversee the work of Project Management Unit (PMU) and approve projects under Centre for Innovation and Transformation in Governance (CITAG).

It will have the Chief Secretary, J&K as its chairman while Administrative Secretaries of the Finance Department, General Administration Department, Revenue Department, Law, Justice & Parliamentary Affairs Department; Director, IIM Jammu and any other member(s) to be co-opted by the committee will be its members.

Administrative Secretary, Planning Development & Monitoring Department will be its member secretary.

As per its terms of reference, the empowered panel will provide strategic guidance and oversight to the project Management Unit (PMU). It will review and approve project proposals from the PMU and monitor progress and evaluate outcomes of projects.

Besides, it will identify and facilitate training and capacity-building initiatives and promote innovation and adoption of best practices in governance.

Executive committee for overseeing the functioning of Centre for Innovation and Transformation in Governance (CITaG) will have the Administrative Secretary, Planning Development & Monitoring Department as its chairman.

Representative of IIM, Jammu; a representative of the implementing department (not below the rank of Additional Secretary) and any other member(s) to be co-opted by the committee will be its members.

Director General, (PM&CE), Planning Development & Monitoring Department will be its member secretary. As per its terms of reference, this panel will provide direction and ensure alignment with development goals.

Besides, it will track progress and evaluate project outcomes; approve allocation of resources for projects and facilitate training and partnerships.
